You will need FILE_ID as well.
Here is what I use:

-- find_segment.sql
-- Finds segment name based on file_id and block_id
set Lines 132
col Owner for a10
col Segment_name for a30
col Segment_type for a20
col Tablespace_name for a30
select Owner,
       Segment_Name,
       Segment_Type,
       Tablespace_Name
from
    DBA_EXTENTS
where
    File_Id = &File_Id_In
and &Block_Id_in between
    Block_Id and Block_Id + Blocks - 1;

Is this a good query to find segment where this block ( 259186 ) belongs ?
select  segment_name
from dba_extents
where block_id<= 259186 and 259186 <= block_id+blocks
