It will depend on a number of things. First of all the size of the indexes (# leaf blocks) and the clustering factors.
If all else is equal, I have the impression the index with the lower object# is being used, but I'm not certain. If all else is equal it doesn't matter.
The same considerations apply for the selection of a join index.
