o Database is down.
o Wrong ORACLE_SID.
o If your database processes is indeed
up and you have the right ORACLE_SID, then
you database might be in trouble. You
can try to shut it down and restart it. Or you
may choose to reboot or use ipcs, ipcrm
to clean it up. Because as not to mess other
instances up.
