The best to do list will be the one you create yourself.
You can do this by reviewing the migration manual, and determining
which steps are appropriate for your environment.

Subject: Oracle DB Upgrade TO DO LIST
I am looking at a project to upgrade a number of Oracle development, test
and production DB's to newer releases. I have reviewed Oracle's list of
tasks from OTN. I would like your feedback on other tasks, etc. that
should be included. Is there a list somewhere on the web that gives a
comprehensive list of tasks that need to be accomplished and "gotchas"?
