David - Here is the one I use. In my environment I just have one developer
at a time using EXPLAIN, so I just have it truncate the table afterward.

select lpad(' ',2*(level-1))||operation||' '||options||' '||object_name
||' '||decode(id,0,'Cost = '||position) "Query Plan"
        from plan_table
        start with id=0
        connect by prior id = parent_id
/   
truncate table plan_table
/
