Fortunately, sql-mode comes with GNU emacs (and I'm almost certain, with Xemacs) and doesn't need any setup beyond ensuring that Emacs can find the oracle client installation. Simply type M-x sql-oracle. It will prompt for the username, password and sqlnet alias and then try to log you in.
