Hi I don't have 9i to test, but I believe you might be able to set O7_DICTIONARY_ACCESSIBILITY = TRUE in init.ora and then you should be able to connect as sys without specifying sysdba.
This might be suitable for the upgrade - certainly test it out on a test system first. Regarding the upgrade - why exactly does it need to be connected as sys - eg what doesn't work if you connect as system.
