I think development has certainly declined, when compared to the hefty levels of pre-Y2K prep. However, it's not any less or more than it was back in the late 80s, when the www and Y2K were just imagination. We're just back to normal now. There is still new development going on and not being done through outsourcing. It depends on the area and industry. Of course the "cast of thousands" type of project we saw heaps of in the late 90s is gone. It had to.
