Before you create the Materialized View Group, you must create the REPGROUP at the Master site, which in you case is ORC1.world.
In the database ORC1, use the DBMS_REPCAT.CREATE_MASTER_REPGROUP and DBMS_REPCAT.CREATE_MASTER_REPOBJECT before calling the procedure DBMS_REPCAT.CREATE_MVIEW_REPGROUP. HTH.
