John, If the OS is Dec Alpha OpenVMS. In the user environment execute the $ORACLE_HOME[.util]orauser.com to properly set the Oracle logicals for the user. Check out the .profile on the account that works and the one that does not. One will set up an Oracle_home and Oracle_sid variable, the other will not.
