The error message should be a definite clue.

If you're not familiar with the 'oerr' utility, now is
the time to try it out.

On either of your servers, type this command from the 
system command prompt:  oerr ora 12154

The info provided there should make it clear that 
some modification are needed to your sqlnet ( net 8, 
oracle net, whatever) environment on the server
with the 9i database.
