Have you enabled Advanced Queue Manager process in the init file? aq_tm_processes? If so, this wait event occurs when the process just waits to see some messages in the queue. Yes, it is an idle event and can be ignored. Fortunately this is listed as idle event in STATSPACK, which does not report these waits.
