That would be the part where the application programming kicks in.
If you want to give users a possibility to run ad hoc queries, which
is something that I allow only to those users who have transcended into 
the pure spiritual form and only on written request from the Pearly Gate 
manager himself, you should create a presentation layer consisting of 
views. Even with that type of restrictions, the users will always find 
the way (I apologize for the cheesy paraphrase of the Jurassic Park) to
run sub-optimal queries which inspect gazillions of blocks for 10 rows
or less. The bars that keep users away from the database are called 
"applications" and one should keep them in place in order to prevent
questions like "who let the users out", as in the NY Mets theme song.
