Actually, it doesn't. The lib needs to be in the LD_LIBRARY_PATH
with which oracle was started. So, you could do a thing like this:
mkdir /home/mgogala/lib; 
cp usrslib.so /home/mgogala/lib
chmod -R 755 /home/mgogala/lib
LD_LIBRARY_PATH=$ORACLE_HOME/lib:/usr/local/lib:/usr/X11R6/lib:/home/mgogala/lib
export LD_LIBRARY_PATH
sqlplus "/ as sysdba"<<EOF
startup force
EOF
wall<<EOF
Please log off the database. Oracle instance will be restarted 2 minutes ago.
May your work be pleasant and uninterrupted. In case of any problems, please
contact your congressman.
EOF

Now you can add the libary, connect the external procedure and have your users
enjoy, unless they're gathering tar and feathers somewhere.
