Makes sense, BUT... "If the data changes A LOT you should of course re-analyze." is assuming you know when that happens. You are assuming communication between users, developers, and DBAs. Communication is my New Year's Resolution.
I would at least suggest exporting stats before changing them. Then there are all the extra problems such as retaining histograms with 8i, applications which constantly insert/delete from temporary tables (not Oracle temp tables), ...
