v$sql_plan_statistics (and consequently v$sql_plan_statistics_all) only have data to show if statistics_level is set to ALL. You can set that at the session level.
Has anyone done measurements on a busy system to evaluate what the impact is of setting that system-wide. The impression I have is that it is not something I want to set in production all the time.
