I found this in a report. Can someone explain how it works?

function AfterReport return boolean is
VDbFile Number;
 VOutFileName VarChar2(255);
begin
     Select OutFile_Name Into VOutFileName
     from fnd_concurrent_requests
     where request_id = :P_Conc_Request_Id
     And Argument1 = '2EXCEL';

     Select Fnd_Lobs_S.NextVal Into VDbFile From Dual ;

     Update Fnd_Concurrent_Requests
     Set Argument25 = To_Char(VDbFile)
     Where Request_Id = :P_Conc_Request_Id;
     Commit;
   End If;

  return (TRUE);
end;
