It has been my experience that open source projects that are successful usually come about as a result of a developer having a particular itch that he wants to scratch and not finding any product that he likes sufficiently or not finding a product that he can afford to license. For instance i periodically get the bee in my bonnet to come up with a BI toolset that is easier on the nerves and better integrated and more intuitive than the ones that are currently out there. Have never progressed past the wireframe on the UI stage and a few use cases yet but you never know ...

"an open source PL/SQL API" isn't such a project because it is hopelessly open ended. Now something like "an open source PL/SQL code generator for data loads" would be a possibility (yeah, yeah, i know that is what OWB basically is).

As to the comment from Richard about it possibly not being legal I think that is not likely. There are open source Matlab libraries as well as open source Excel macro libraries. There has been, to my knowledge, no court willing to grant a language vendor control over what can be done with the language although there are issues with distributing vendor supplied libraries and of course the usual copyright/patent issues that we all have everyday.

Another point that I want to dispute is that the community of Oracle developers is somehow hostile to open source. I think that those of us that have been doing it for a while (25 years in my case) have also been keen advocates of open source not least because Oracle IS a not insignificant expense for our companies and thus we want to be able to stretch the rest of our budgets as far as we can. Not to mention that we like to keep our non-oracle chops sharp and working with open source tools and being part of the community is a great way to do that.
