*Programme Manager*
*Location:* Portland OR

Do you have any candidates located in Portland? I have 3 new positions, but
candidates must be local to be considered.
The Project Manager is responsible for accomplishing the following tasks in
collaboration with the Business & Employment Services Manager, local office
managers and staff, partner staff, Information Technology Services (ITS)
staff, Workforce & Economic Research staff,
Develop the Claimant Reemployment Project Charter
Develop a high level Work Breakdown Structure (WBS), project plan, resource
plan, and project schedule
Define the project team including roles and responsibilities
Facilitate work sessions to document current ("As Is") business processes
and to develop the future ("To Be") business processes
Facilitate work sessions to document business needs and gather business
requirements for the required system changes
Develop a detailed project plan, resource plan, and project schedule for: 1)
business process analysis, process improvement, and implementing phase one
of the new Claimant Re-Employment business processes, 2) identifying those
business process changes requiring system enhancements, and new systems,
collaborating with IT staff to plan phase two of the new Claimant
Re-Employment processes, and 3) collaborate in developing, testing,
implementing, operating, and maintaining new systems and processes.
*Required Skills*
The Project Manager must have:
excellent verbal and written skills,
excellent facilitation skills
the ability to work collaboratively with technology staff and business
partners,
a proven ability to scale and adapt their approach, methodology and rigor to
fit the business and technical environment,
experience using Project Management Institute (PMI) best practices in the
initiation, planning, execution, controlling and closing of complex
information technology projects
information technology project experience including the full systems
development cycle from business process analysis and requirements to design,
development, testing and implementation including training and change
transition for business processes, and transition to systems operation and
maintenance
experience developing project management documents such as charters, scopes,
plans, work breakdown structures (WBS), resource estimates, roles and
responsibilities matrix (RACI), and schedules
ability to coordinate and lead a project that (due to federal stimulus
expectations) has an extremely tight timeframe
