Position: J2EE-SOA Technical Architect

Mandatory Requirements:

1.      At least 8 years of experience architecting complex large scale
systems incorporating packaged and custom applications, including: 

a.      At least 2 years in an architect role
b.      At least 3 years minimum Java/J2EE development

1.      Experience of using UML diagrams
2.      Experience in Service Oriented Architecture and Web Service
development
3.      IBM WebSphere Message Broker, MQ and JMS experience
4.      Web service development experience; experience with WS-* second
generation standards 
5.      Must have experience in architecting J2EE applications:

a.      MDB experience
b.      Content management experience

6.       Experience with relational databases preferably Oracle;

7.       Strong knowledge of XML Technologies (XML, XSL, XSD);

8.      Novell LDAP knowledge
9.      Familiar with PKI architecture and understand how server-client
certificate works
10.     Ability to plan technical architecture and develop documentation;
11.     Excellent oral and written communication skills are required; 

12.   Solid knowledge of testing tools and techniques;

 

Desirable Experience:

1.       Master degree in computer science or mathematics is desired, Ph.D
is preferred

2.       Knowledge of BPM Engines and business activity monitoring

3.       Knowledge UDDI, and web services security gateways

4.       Knowledge of National Information Exchange Methodology (NIEM)

5.       Experienced with formal SDLCs and business analysis methodologies;
Working knowledge of business analysis documentation standards

6.       Excellent oral and written communication skills and the ability to
clearly articulate to all project members and stakeholders; must be a team
player who works well with technical and non-technical resources

7.       Ability to take initiative, be a decisive decision-maker and show
confidence in decisions made

8.       Ability to take strategic direction from executive management and
participate in strategic planning activities throughout the lifetime of the
project

9.       Ability to see tasks through to completion without significant
guidance.

10.   Ability to provide documentation on their work.

 

Job Description:

The City has identified a need for a set of advanced authentication services
for use by enterprise and agency applications.   The pilot agency for
consuming these services will be the Department of Housing Preservation and
Development (HPD).  HPD is mandated to start accepting electronic
certifications of Notices of Violation (NOVs) in 2009. A new electronic
process will allow landlords or managing agents to complete the
certification process using an enhanced version of HPD's existing HPDonline
application.  In order to accept these online certifications, HPD requires
additional authentication mechanisms.

The initial set of services will include:

*       PIN Delivery: An out-of-band outbound telephone PIN delivery
service.  The back-end service will be implemented within DoITT's existing
IVR infrastructure and will be integrated with the City's Services Oriented
Architecture platform (DataShare). 
*       Time-stamping: a digital time-stamping service provided by a
third-party vendor, Authenticate, integrated with DataShare. 

In addition to the advanced authentication mechanisms, the existing
Documentum environment will be extended to allow for the storage and
retrieval of the certification documents.

 

J2EE-SOA Technical Architect (Specialist III)

Responsibilities:

1.      Work with project management team and business unit in the
requirements gathering process to determine high level designs
2.      Responsible for providing high level systems design; this includes
specifying the component packaged and custom applications, class diagrams,
sequence diagrams, activity diagrams, etc.
3.      Coding and designing low level design of more complex features
4.      Conduct code reviews of the system being developed
5.      Research and validate new technologies, provide the technical
solution based on it.
6.      Present the overview of the new technology to management or other
related team. 
7.      Help the team understand the new technologies.

5.       Class Diagrams

6.       Activity and State Diagrams

11.   Use cases and misuse cases for handoff to QA team
