Summary of the Position:
A key component of this position will be to analyze the current state
business process models and assist in developing the future state models in
support of the business architecture. In addition, this role will actively
document and help re-engineer the RMVs business processes by adhering to
the RMVM business process engineering approach: Innovation, Delegation,
Elimination and Automation.

The Senior Business Analyst will interact with business representatives to
gain an understanding of the business environment and gather requirements,
act as a liaison between customer and technical solutions/support groups to
identify business process and product requirements, research, identify, and
design solutions to business problems. The Senior Business Analyst will
support one or more of the following major RMV business domains:
Vehicle, Registration and Title
Revenue Operations
Identity Establishment and Issuance
Suspensions, Merit Rating Board
Document Management
Inventory Control

Primary Responsibilities
Capture and document detailed business, functional, and data requirements
in a manner that is traceable, testable, and verifiable
Perform integrated business process modeling for operational procedures,
including problem identification, process improvements and efficiencies
Review use cases and other contract deliverables to verify the
functionality aligns with documented business requirements
Evaluate the impact of change requests on program scope and business areas
Identify and document change requests, risks, issues and decisions made
Ensure future state business process models are aligned with the business
requirements
Analyze business processes and define performance metrics for future state
business processes
Assist RMV functional leads with execution and planning of JAD sessions
Present complex concepts in a meaningful and concise manner for project
stakeholders, team members, and end users
Maintain future state process models, requirements and use cases using
tools such as IBM Blueworks and Rational Tool Suite
Understand organizational dependencies, regulatory constraints, technical
limitations, and other factors that may impact the user experience
Make appropriate business decisions that carry the project forward to
completion and elevate any concerns of delay to management when necessary
Work closely with the business users in identifying business rules to aid
in the functional specifications so that IT Designers and Developers are
able to create programs that fulfill all business expectations
Assist with documenting change requests and assessing impacts
Assist with identifying and documenting software and system defects
Help identify organizational problems and recommend effective solutions
using six sigma principles and continuous improvement methods
Frame and align business needs to best of breed web solutions based on
industry knowledge, including; Content Management Systems, Mobile, Third
Party Integration (APIs, XML, Web Services), Browser Capabilities
(Responsive Design, HTML 5, CSS3)
Provide the necessary documentation in a project - i.e. statement of work,
business requirements, use cases, functional specifications, and
documentation for business training materials
Participate in the creation and execution of the user acceptance test cases

Minimum Qualifications
Education, Skills and Competencies:

Bachelor's degree and seven (7) years of directly related experience or an
equivalent combination of education, certifications, and experience
Demonstrates very strong communication skills (written and verbal) and the
ability to solicit requirements from a wide range of Subject Matter
Experts.
Strong business acumen, including strong analytical skills
Demonstrates strong interpersonal and teamwork skills
Interacts well with business users/technical team/project managers/senior
management/vendors
Has a history of successful customer relationship and satisfaction
experience
Has experience with Use Case design/analysis/specifications
Has extensive experience working under a structured Software Development
Life Cycle (SDLC)
Experience with process mapping and use of the IBM Blueworks or similar
tool
Web experience and use of Rational Requirement Composer (RRC) or similar
tool
Demonstrates the ability to effectively multitask
Preferred Qualifications
Certification in Six Sigma principals is highly desirable
Certified Business Analysis Professional (CBAP) is desirable
Active member or certification in International Institute of Business
Analysis (IIBA) is desirable
Exposure to business requirements modeling techniques including Unified
Modeling Language (UML), Business Process Modeling Notation (BPMN), and
service modeling
Skilled in process improvement methodologies and problem solving processes,
such as root cause analysis and analysis of performance variance in
procedural design
An understanding of web system technologies such as relational databases,
server side programming, client side scripting, analytics, rich media
formats and mobile specific technologies
Familiarity with Service-Oriented Architecture (SOA) environments and SOA
governance models
Exposure to Business Process Analysis (Process Service Matrix) and mapping
within SOA

RMV Modernization Program Summary
The RMV is responsible for the issuance of all drivers licenses, vehicle
registrations and titles, the collection for the associated fees and sales
tax; and for the collection of all civil motor vehicle infractions. In
addition, the RMV is also directly responsible for vehicle safety and
administers the Safety and Emissions inspection program ,vehicle insurance
, Excise Tax billing and is the enforcement tool via either
license/registration suspensions or non-renewals for the collection of
un-paid Parking Tickets, Excise Tax, Child Support and default Warrants.
Additionally, the Merit Rating Board, a separate agency that is part of the
RMV with the Registrar acting as Chairman, administers the Safe Driver
Insurance Program and provides the driving records to insurers that are
used to rate private passenger policies. Both agencies utilize the same
system known as the Automated License and Registration System (ALARS).
ALARS was implemented in 1986 and introduced a number of innovative
concepts for the time including an integrated license and registration
system, automated adjudication and cash accounting that was tied to the
clerk and the transaction. This innovation enabled the RMV to create more
successes in the 1990s like citation payments, EVR, and Internet
transactions. The mission of the RMV has expanded in the past 27 years with
the addition of many new requirements and programs resulting in an
increasingly complex application that is at the end of its useful life.
MassDOT has received approval for capital funding to replace ALARS;
however, the current funding is only for FY13. We anticipate additional
funding for each fiscal year through FY16.

A program team has been established and has executed the following:
Developed and issued an RFR to procure a vendor to replace ALARS
Awarded a firm fixed price contract to Deloitte Consulting LLP for a phased
implementation
Implemented a Governance model to manage a multi-year phased effort
Developed and maintain a complex schedule of events to execute JAR, JAD,
UAT and implementation activities
Updated the RMV current and future state documents
Implemented a Program Management Office to support the RMV Modernization
program
Established a Service Oriented Architecture Plan
Created an information management team to assist the vendor in the data
conversion process
Documented and rationalized RMV business rules for the major business areas
and implemented new internet transactions.
