*Primary Duties & Responsibilities**
**The candidate is responsible for providing technical direction to the
on-shore and off-shore project resources. The candidate interfaces directly
with client groups to assist in developing business requirements and plays
a lead role in coordinating the technical aspects solution delivery. This
position reports to the Project Manager.**

**Responsibilities Include:**
**· Participate in requirements definition to evaluate requirements
feasibility and offer solution options based on technical subject matter
expertise and business knowledge of the Managed Markets area.**
**· Develop solution architecture per business requirements. **
**· Act as a subject matter expert in deploying appropriate tools /
techniques and advising the team on relevant software features as they
become available.**
**· Manage MMF technical team from start-up to completion - strong
emphasis on working with cross-functional teams and offshore team
arrangements.**
**· Oversee and verify effort estimates**
**· Ensure appropriate technical resources are deployed to technical
tasks**
**· Lead MMF technical team to achieving project objectives.**
**· Ensure solution quality and timeliness**
**· Report team status and to the project manager. **
**· Interface with the customer and demonstrating strong business
analysis skills.**
**· Serve as technical leader and mentor to the development team.**
**· Deliver technical project related documentation **

**Key Performance Indicators / Measures of Success**
**· Project completes on time on budget in full scope indicating
accurate estimates and strong technical leadership.**
**· MMF technical resources require minimal additional oversight
from the Project Manager**

**Minimum Requirements**
**· BA/BS degree and related industry experience**
**· Subject matter expertise with Cognos toolset is required
especially Cognos 8 **
**· Strong working knowledge of Oracle / PL SQL is required**
**· Strong analytical and problem solving skills**
**· Ability to develop / modify solution atchitecture is required**
**· Knowledge of the Managed Markets business area is required**
**· Knowledge of IMS data is a strong plus**
**· Full application development life-cycle experience - including
requirement gathering, data analysis, design, development, testing and
systems implementation.**
**· Knowledge of Oracle database design and programming conventions*
*
**· Good communication skills**
**· Job related experience of 7-10 years with indepth knowledge of
applied skills***
