Santa Clara County (SCC) is looking for a senior level consultant to support the existing mainframe environment and the software applications that reside on the mainframe. The major mainframe application is the County’s integrated Criminal Justice Information Control (CJIC) system, an application that supports over 2,000 different business processes and 4,000 local, state, and federal users. Also residing on the mainframe are the Juvenile Records System (JRS) a Probation application for managing juvenile offenders, and various legacy programs supporting property tax assessment for the Controller, Tax Collector, Assessor, and Social Services Agency. Besides the ongoing cost of maintaining the mainframe systems, additional challenges associated with the current environment include: · Unique in California; systems are highly integrated with operational business processes in many agencies. · Difficult to recruit staff with skills to support the legacy technology, plus potential pending retirements of key support staff. · The Mainframe System Support team is currently staffed with one System Software Engineer, and two contract System Software Engineers. The Consultant must have extensive experience (15+ years) with IBM and third-party mainframe software management specific to z/OS operating system and other software products. Must have experience supporting, leading, and training in software management use with little or no direction. This would include all aspects such as logical/physical design, defining, implementing, monitoring, reporting and utilities. Ability to install and customize IBM and third-party software using SMP/E and non-SMP/E. The person must possess the following skills: · Primary responsibility for maintaining the z/OS 2.1 and JES2 software environment. · Install and/or participate with software management and installation. This would include installation and maintenance utilizing the IBM SMP/E product. It also includes migration with testing and integration. · Implement and verifies backup and recovery procedures. This would include Business Recovery concerns and associated testing. · Reviews new features and other changes related to system software and advises Technical/Development/Operations groups of issues relevant to reporting, programming, and performance, identifying the need for software upgrades and patches, as appropriate. · Creates, maintains, and upgrades software systems for development and production environments. · Monitors system software access, performance, and resource utilization. · Provides technical leadership to developers on the use of software management system, development and integration tools, and deployment strategies, to include application tuning and guidance in effective use of software features. · Act as a liaison between application programmers and vendors to report and resolve software problems. · Work with application programmers to insure that application problems do not adversely affect production operations. · Assists with the analysis, design, programming, and implementation of applications that will interface with system software. · Analyzes requirements and recommends policies, procedures, and standards for software systems. · Develops and modifies technical documentation to support operations and training. · Performs other duties as assigned including special projects. · Develop/maintain/monitor proper software use and security authorization policies. · Ability to provide 24/7/365 software support. This would include on-call support during off-hours. *Additional skills:* · Ability to perform multiple activities simultaneously with minimal supervision. · Possible travel and variable hours may be required. · Ability to write/read/debug programs in a batch and online environment. · Ability to write software exit program(s) and use software utilities as required. · Experience in keeping the z/OS hardware configuration current using HCD. · Solid knowledge of mainframe JCL and utilities. · Experience using TSO, ISPF & SDSF · Working knowledge of RMF, Omegamon for MVS and AbendAid for MVS. · Experience writing in REXX, CLISTs and Assembler. · Experience and understanding of z/OS UNIX environment. · Experience with CA Common Services, Disk, Librarian, Vision Results & Platinum · Experience with RACF, SMS, FDR, SRS and DIF · Experience with VTS (Virtual Tape System) and ATL (Automatic Tape Library). · Experience with DR System support. · Strong analytical skills. · Excellent oral and written communication skills. · Excellent problem-solving skills. · Ability to think strategically and act tactically. · Provide IT systems support that may include duties such as installation, configuration, monitoring, troubleshooting and repairing. · Perform quality assurance processes to effectively manage system availability and improve operations. Includes high-level support of networks, such as administration, builds and upgrades, domain configuration, and performance and tuning. · Coordinate others work while involved with multiple work streams. · Knowledge of CICS, DB2 & Communications Server *Education Requirement: * Bachelor’s Degree or higher desired.
