*Duration: 12 months+*

*Business Need:*

The County is working on a Windows 10 upgrade and Office 2016 across the
County. The goal is to have the desktops of all 15,000 + County users
upgraded to Windows 10 and Office 2016. This includes testing against
various applications and interaction with all county systems. Some of the
implementation challenges in this project include determining requirements
of 26 unique County departments, driving organizational decisions regarding
delegation vs centralization, and development of processes and procedures.
The County currently has an enterprise agreement with Microsoft and all
users reside in Office365. We are looking for a project manager who will
work with the Office 365 / common directory and self-serviced department
teams to manage the deployment and Integration. To implement this product
effectively with minimal issues will require extensive planning and
coordination. The O365 / common directory technical team is requesting a
Project manager to: • Develop a roll out strategy and plan – there are
several phases expected • Work with the Customer and IS Technical teams to
design a detailed schedule • Work with IT management to define needed IS
resources to meet deadlines • Develop/maintain project implementation and
issues tracking list • Work with IS SME’s to develop and document relevant
policies and procedures • Coordinate all communications to customers,
County O365 team, and management • Perform post installation customer
satisfaction follow up

Business Background:

New resource requested to meet the requirements of migrating users to the
latest versions of Windows 10 and Office 2016. The current version of
Windows, 7, is losing support from the PC hardware manufacturers requiring
the upgrade to Windows 10. This upgrade will avoid having a split
deployment of windows 7 and 10 machines with the inherent support issues.

Project Name: Windows 10 Upgrade

Skills Requirement:

The candidate must demonstrate an advanced mix of skills in project
management, technology and strategic business acumen. The role requires
deep project management experience as well as and Microsoft Windows
infrastructure product implementations experience. This candidate will have
the knowledge and ability to facilitate the deployment of an infrastructure
technology product along with facilitating needed governance, policies and
procedures.

Experience Requirement:

Minimum of 10 years relevant working experience, including a minimum of 10
years in technology and 5 years leading or managing projects; PMI’s PMP
Certification, preferred; Solid project management, leadership skills and
experience in delivering projects on time, within budget, and with high
customer satisfaction; Experience managing within the PMI methods and
applying standard methodologies to achieve project results; Expertise and
proven ability in risk management and mitigation;

We’re looking for individuals with enterprise-level technical and
consulting skills who thrive in roles with high levels of visibility. The
individual must be flexible and willing to work in ambiguous situation.

In addition, the selected candidate should:

Have experience managing a Windows upgrade project and Office upgrade.

Knowledge of the concepts involved with identity management in a Microsoft
active directory environment

Be able to apply solid project management and leadership skills and
experience in delivering projects on time, within budget, and with high
customer satisfaction.

Have excellent oral and written communication skills.

Have experience managing teams both on site and remote as well as other
Microsoft teams and vendors.

Demonstrate expertise and proven ability in risk management and mitigation.

Have experience managing within the PMI methods and applying standard
methodologies to achieve project results.

Have hands-on experience managing implementation of a product rollout for
multi-agency/division/department, working with stakeholders, users and
vendors, with multiple facets (e.g. Department deployment and upgrade
planning including hardware, software, Software as a Service, testing,
training, communication, work team meetings).

BS/BA degree, or equivalent work experience; public sector experience
desirable

Responsibilities:

Assess current environment and recommend strategy for phasing of
implementation.

Develop detailed schedule for current phase and plan, consult, manage and
monitor all project related activities to meet that schedule and keep the
project within budget.

Analyze departmental requirements and propose solutions strategies to meet
differing needs while minimizing complexity and risk

Work with County and external vendors on the project to establish realistic
timelines and drive execution to completion.

Gather, analyze and create rollout plans based on stakeholder’s readiness
and availability.

Manage stakeholder expectations and align project team to ensure synergy
and understanding across the board.

Plan and schedule all activities for an effective and efficient product
implementation, keeping external vendor costs at a minimum and ensuring
success.

Identify departmental training needs and work with the training team to
establish training schedule, as necessary.

Work closely with Communication specialist to ensure communication planning
and schedules are met.

Plan, manage and facilitate meetings to develop a rollout schedule and plan
collaboratively with the stakeholders.

Plan and manage the atmosphere in which the team works by promoting good
communication, insulating the team from having to deal with politics (both
internal and external to the project), and enhancing positive aspects of
culture differences and resolving team issues.

Identify, analyze, and document project risks, constraints and assumptions
and develop strategies for contingencies/mitigation

Establish, educate and advocate a robust change management strategy keeping
stakeholder and sponsor’s interests in mind.

Recommend improvements to existing processes and establish new processes to
streamline effective communication, planning, management, monitoring and
implementation of the project.

Work closely with PMO office to implement approved governance practices,
and promote quality standards.

The candidate is expected to raise any risks to project schedule, budget
and stakeholder satisfaction to the Program Manager to address before
schedule or costs are impacted.

Understand collective bargaining environment (unions/labor relations etc.)
and work closely with County’s assigned Program Manager to ensure project
success.

Work with Program Manager to document status updates and report on project
progress to the Executive Governance Committee. Able to clearly articulate
and present project status to the County staff, unions and the Board of
Supervisor if requested.
