*ROLE: Quality Assurance Manager / PMO Analyst* *Location : Sacramento, CA* *Duration : 12 + Months * ** ** *Rate : $85000/Month on C2C ( All Inclusive ) * ** ** Job Description: Quality Assurance Manager / PMO Analyst Description: The Quality Assurance (QA) manager is responsible for tailoring and applying existing QA methodologies on a project with a State agency. He/she will be responsible for monitoring performance against the QA Plan, monitoring quality metrics, and ensuring the quality of Project Deliverables so that they meet applicable industry standards and best practices. The resource will also assist with enhancing / maintaining Project Management Office (PMO) processes and procedures. The ideal candidate will have experience in conducting quality assurance activities and managing quality assurance on software development or implementation (hardware and software) projects. Experience as a quality assurance manager on government projects would be desirable. Responsibilities · Acting as the primary interface with the Client Quality Manager. · Establishing a Quality Assurance (QA) program and/or tailoring and applying existing QA methodologies on the state project. · Having reporting authority directly to the Project Director. · Monitoring the QA Plan and updating it as necessary. · Providing day-to-day management of QA activities. · Establishing and monitoring quality metrics. · Establishing and maintaining regular communications with the Project Office regarding quality issues. · Providing input to written status reports as required. · Reviewing and improving project processes and procedures on a regular basis. · Ensuring that project staff adheres to approved processes and practices. · Ensuring the quality of Project Deliverables and ensuring such deliverables meets applicable industry standards and best practices. · Monitoring all project testing activities. · Implementing, monitoring and updating a QA process to ensure all objectives are met, milestones are achieved, and stakeholders are satisfied. · Applying QA standards, such as, ISO 9000 and IEEE Std. 730, IEEE Standard for Software Quality Assurance Plans. · Actively performing the coordination aspects and will be expected to be able to work closely with all project stakeholders and leads in tasks such as scheduling of meetings and events, planning for and carrying out meetings, reporting on project status, and undertaking similar kinds of project coordination tasks. · Providing project management office (PMO) support to the project team such as managing / tracking issues and risks, tracking deliverable status, and tracking and maintaining action items. Skills and Experience Required · Worked as the quality assurance manager on software development or system implementation on comparable projects for a period not less than five (5) years and on at least two (2) separate projects. · Worked as the quality assurance manager managing a quality assurance team on software development or implementation (hardware and software) projects for a period not less than three (3) years. · Developed, applied, and managed quality metrics program for software development or system implementation projects for a period not less than three (3) years. · Education: Baccalaureate or graduate degree (MA, MS, PhD) from an accredited college/university in project management or technology-related field. · Experience conducting project management office activities, such as managing / tracking issues and risks, tracking deliverable status, tracking and maintaining action items, and providing general PMO support to a project team. · Must have good organizational and administrative skills. · Must be able to set priorities and work with deadlines. Skills and Experience Preferred · Current Project Management Institute Project Management Professional (PMI PMP) Certification. Provide proof of valid certification. · Current Six Sigma certification. Provide proof of valid certification. o Master Black Belt (MBB) – Master Black Belts are typically assigned to a specific area or function of a business or organization. It may be a functional area such as human resources or legal, or process specific area such as billing or tube rolling. MBBs work with the owners of the process to ensure that quality objectives and targets are set, plans are determined, progress is tracked, and education is provided. o Process Owner (PO) – Process owners are exactly as the name sounds – they are the responsible individuals for a specific process. For instance, in the legal department there is usually one person in charge – maybe the VP of Legal – that’s the process owner. There may be a chief marketing officer for your business – that’s the process owner for marketing. Depending on the size of your business and core activities, you may have process owners at lower levels of your organizational structure. o Black Belt (BB) – Black Belts main purpose is to lead quality projects and work full time until they are complete. Black Belts can typically complete four to six projects per year with savings of approximately $230,000 per project. Black Belts also coach Green Belts on their projects. o Green Belt (GB) – Green Belts are employees trained in Six Sigma who spend a portion of their time completing projects, but maintain their regular work role and responsibilities. Depending on their workload, they can spend anywhere from 10% to 50% of their time on project(s). · Experience working as a quality assurance manager on State of California information technology projects for three (3) projects or more. · Experience working as a quality assurance manager on a Government (state or federal) Benefits Claims Processing System project. · Current Foundation certification or Manager’s Certificate in ITIL IT Services Management.
