Programmer Location: Hartford,CT Duration: 4 Months Contract to Hire
Client: Travelers Duties: EXECUTIVE SUMMARY: Ability to work with complex
data flows and data sets to create data suitable for statistical analysis.
Create high performing, reusable, maintainable, SAS code without detail
design specifications but based on an understanding of the purpose of the
work. At least three years SAS programming experience with excellent skills
in MACRO, ODS, and GRAPH. Sophisticated user of SAS base procedures such as
SUMMARY, FREQ, REPORT, and TABULATE. Expertise with SQL, Shell Scripting,
and working in a Linux / Unix environments with a deep understanding of
database and data management principles. Good communication and teamwork.
SUMMARY INFORMATION: * Develops data requirements and specifications and
carries out project tasks to develop, design, automate, compile, prepare
and test reports. * Plans, organizes and manages workflow, and/or act as
project manager. Resolves complex data or technology issues. * Reviews,
enhances and tests data management processes for the organization. *
Performs data and process analysis. QUALIFICATIONS: * Competent in use of
database analysis and data mining tools. * Solid understanding of insurance
industry and business, financial and technical reporting requirements. *
Comprehensive analytical, reasoning, problem-solving and communications
skills. * BS or BA degree required; business or technology concentration
desired. * Familiarity with business intelligence tools and technologies. *
Generally, 3-5 years of experience working with data management systems and
tools. * Good project management skills. RESPONSIBILITIES: * Provides
day-to-day project leadership by setting priorities, assigning work and
coaching/mentoring unit members to ensure standards regarding timeliness
and quality are met. * Acts as resource to less-experienced staff. Reviews
progress and verifies accuracy of reports, projects, tasks, etc. * Meets
data management needs of internal and external clients according to
established standards, including problem research/ resolution and customer
education. * Advises business partners on the best way for the business
intelligence systems to accommodate changes/new requirements. * Analyzes
customer requests for changes/new requirements to production systems,
determines impact on existing systems processes and develops appropriate
specifications, enhancements and/or procedures to comply. * Handles complex
customer service problems that cannot be resolved at the subordinate
analyst levels. Provides technical guidance on complex issues. * Creates
project plans and works with other organizational units and resources to
gather, analyze and present data. * Assists in the development, production
and analysis of data requirements and data standards. Data Quality and
Certification: * Applies statistical modeling techniques and outcomes to
development of data quality profiles, scorecards and ratings for assurance
metrics. * Assists in implementation of processes to certify data quality
for business intelligence purposes. * Applies quality profiles, scorecards
and ratings for assurance metrics. Data Security and Privacy: * Ensures
data and information are handled in accordance with established laws,
regulations and policies. Data Governance: * Supports project managers on
specific projects. * Ensures compliance with defined data standards.
Technical: * Metadata Management: o Trains others in applying metadata
standards. o Demonstrates general understanding of overall physical and
logical data model and of data relationships, mapping, lineage and business
rules. * Data Analysis: o Develops analyses of business/financial and/or
statistical data to support key business plans and results. o Applies or
implements logical and physical data models. * Data Strategy: o Ensures
plans and procedures conform to data strategy elements. * Project
Management Skills: o Creates project plans and works with other
organizational units and resources to gather, analyze and present data. o
May participate as a representative in business- or enterprise-wide
projects. COMPETENCIES: Business: o Strong working knowledge of the
business and/or technical environments in which the system operates. o Good
knowledge of enterprise uses of data and total data flow within enterprise.
o Possesses broad knowledge of database software applications, financial
modeling tools, and actuarial/statistical modeling tools. o Sets own
priorities to ensure standards regarding timeliness and quality are met. o
Thorough knowledge of project management methodologies and techniques.
Analytical Skills: o Possesses sound analytical and diagnostic skills
dealing with issues that are not readily defined and/or conflict with
available information. o Demonstrated ability to interpret technical
material to support assigned projects. Leadership Skills: o Effectively
directs the work of others. o Assumes greater responsibility for making
decisions on a definable portion of a project or process. o Project leader
or provide guidance to less-experienced staff.
