Title: Project Manager posted on 2014-04-04 10:17:06 Job Description: **candidates local to Richmond, VA are strongly preferred **ONLY personal interviews will be conducted, NO exceptions **contract will be extended beyond 6/30/14 **candidates must be PMP certified through PMI, NO exceptions VDOT Project Manager 3 This position will provide project management services to projects and production support efforts of varying scope and complexity in support of VDOT's Application Management Section of the Information Technology Division (ITD). Projects managed by this individual will include initiatives that primarily support VDOT's Maintenance Division and the Operations Planning Office. Extensive knowledge of project management principles and a variety of practical experience overseing and managing the develoopment and implementation of complex enterprise systems is a must for this position. The project manager has ultimate responsibility for the execution and control of VDOT's IT projects from initiation to closing. The position requires coordination with both IT and business stakeholders to describe, prioritize, plan, and manage both new projects and support existing production systems to ensure stakeholder satisfaction. The project manager will develop charters, project management plans, testing plans, and the requirements tracability matrix to adequately cover project requirements and minimize risk of defects discovered during UAT and post-implementation. The project manager leads groups of business systems analysts, technical developers, application testers, and systems engineers to deliver consistent high-quality technology solutions in support of VDOT's business objectives. The project manager will coordinate resources and activities from initiation through implementation. Candidates should be well experienced in the use of the advanced features and functions of MS Project since VDOT technology project tasks, cost, schedule, and work performed are all tracked through MS Project Server as ITD's project and portfolio management systerm. This individual will provide necessary reporting, presentations, and documentation for IT and business unit management reviews, auditors, and to comply with VITA project management oversight as necessary. The successful candidate will have advanced customer relationship skills for magaging simultaneous projects within a matrixed organization. The candidate must have demonstrated mature skills in elliciting, identifying, and mitigating risks before they negatively impact project deliverables and key milestones. The position may require the development of Statements of Requirements, Requests for Proposals, etc. to solicit bids from vendors and negotiate resulting SOWs, contracts and other procurement documents representing VDOT's interests. The position may require managing vendor relationships that promote the successful implementation and support of third-party applications. Job Requirements: Candidates should have over 10 years of progressive experience in managing simple to complex projects and with related degree or certification education and experience. Candidates must have (or be enrolled to complete) the required training for the management of "Major" Commonwealth IT projects. A current PMP Certification is required. Candidates with experience managing Commonwealth projects under Virginia's VITA Project Management Oversight process and experience with the Commonwealth Technology Portfolio system will be given favorable consideration.
