Job Description:The Wisconsin Provider Management (WPM) project is
developing an integrated system for provider management at the Department
of Health Services (DHS). DHS currently has over 50 systems that collect
provider information, but they do not share data with one another. This
project aims to develop a single, department-wide system for provider
management. We expect the implementation of the new system to take three
years. The process will involve gathering technical requirements,
configuring architecture, documenting, and training. We need a skilled
technical lead to support the project during this implementation. He or she
will be responsible for all technical analysis and technical project
deliverables. This technical lead needs to work with the project manager
and must have both project management and technical analysis skills. He or
she will analyze functional requirements and provide technical solutions as
well as coordinate all technical works. The technical lead will work with
the project manager on the technical schedule.


Job Requirements:
*SKILLS:*
Management of medium projects
Data Architect Roles

*SKILLS REQUIRED:*
Project Management/Planning: Experience with creation of detailed work
plans using automated tools, preferably MS Project
Assist in training staff
Web and client-server application development experience, including
requirements gathering, design, coding, testing, implementation, and support
Domain -- Healthcare
Health Insurance Portability and Accountability Act (HIPAA)
CMS Rules -- Centers for Medicare and Medicaid Services (CMS)
Enterprise Service Bus (ESB)
SOA -- Service Oriented Architectures
Master Data Management (MDM)

*SKILLS PREFERRED:*
Architect the overall schema for the software environment
Gather and document requirements
Interview subject matter experts
Select, synthesize and organize pertinent information to meet user needs
Communication planning
Scope management
Experience in Technical Writing and Documentation
Information synthesis and organization
Developing production web applications in a team environment
Software Development Life Cycle *
Experience developing web services, windows services, and public facing web
applications
Review Business Requirements and Technical Design Documentation to Ensure
Established Requirements have been met
