Job Description:*Position Functions or Responsibilities:*
The client has formed a partnership to develop an integrated financial
system to support the accounting and management of finances. The primary
goal of this initiative is to enhance the financial operations. To achieve
this, they will replace the current Central Accounting System (CAS) and
create a single financial management system (FMS) for agencies using
Oracle’s PeopleSoft Financials software. The program will achieve the
following two objectives: (1)They will replace the current CAS, its
supporting systems, and transform many existing OSC business processes, and
(2) the Program will implement a core statewide financial management system
(FMS) for agencies to improve and standardize the State’s business
processes and technology, allow for the exchange of financial information
in near real-time, and permit agencies to shift their efforts from
transaction processing and reconciliation to analysis.

The client will implement a single instance of Oracle’s PeopleSoft
Financials software with security controls to maintain separation of
duties. A new statewide Chart of Accounts (COA), designed for more robust
financial management, reporting and analysis, will serve as the backbone
for this integrated system. The implementation of the SFS also includes the
establishment of a statewide Master Vendor File for more transparency and
effective management of vendor relationships.

*Basic Qualifications:*

   - Minimum of 8 years of experience in overseeing medium scaled projects
   (those with a budget over $500,000); Information Technology (IT) projects
   comprised of sub-projects and distinct deliverables; typically coordinates
   and delegates the assignments for the project staff numbering over 10;
   serves as focal point of contact for Customer regarding project status,
   meetings, reporting requirements; manages scope changes/extensions, and
   financial, administrative, and technical issues and concerns raised by
   consultant staff Customer/Program Area.
   - Minimum of 8 years of experience managing projects following a formal
   Project Management Methodology (PMM).
   - Minimum of 8 years of experience managing Application System
   Development projects which use a formal System Development Life Cycle with
   specific tasks and distinct deliverables.
   - Minimum of 4 years of experience using Microsoft Project.
   - Minimum of 8 years of experience working in a team-oriented,
   collaborative environment. Ability to analyze complex problems or systems,
   interpret operational needs, develop integrated solutions within a team
   environment.
   - 3, or more, years of experience managing the implementation of a
   project involving Oracle PeopleSoft Enterprise Financials.

*OPTIONAL: (nice to have/highly preferred skills)*

   - Is certified as a PeopleSoft Enterprise 9 Financial Management,
   General Ledger Consultant Certified Expert.
   - PeopleSoft experience focused on both Project Costing, Customer
   Contracts, Project Budgeting and Commitment Control integration (Release
   9.1 or 9.2).
