Job Title: Business Analyst Location: Washington,DC
Duration: 6+ Months The District of Columbia Office of Aging (DCOA) in collaboration with the Office of the Chief Technology Officer (OCTO), is seeking a Technical Project Manager/Business Analyst who will work closely within a team to lead the design and implementation efforts for the new integrated Enterprise Case Management System (ECMS) for DCOA. The project Architect will lead the definition of the project vision; project initiation; planning; financial, schedule and technical performance; quality management; and product delivery; for the following activities, as needed: - Conduct requirement analysis, decomposition, and process work flow analysis for the DCOA Enterprise Case Management System (ECMS) - Define the requirements for the ECMS implementation - Support the development of Procurement and Statement of Work (SOW) - Manage the development and implementation of the ECMS Additionally, the Technical Project Manager/Business Analyst must understand the agency's business including home and community-based service delivery, and information and referral/assistance; and be able to dive deeply into technology issues. The Enterprise Architect II will align business goals and the IT infrastructure that supports the agency, connects the agency to other key DC human service agencies, and helps to achieve those goals. The position is currently funded through the end of the fiscal year (Sept. 2014), with additional funding expected to carry this position into FY15. The candidate must have the ability to work in multiple agency locations within the District of Columbia. *Behavior Characteristics:* Excellent written/oral communication and interpersonal skills and team player.
