Project Manager position, Atlanta, GA, 8 Months Contract

Job Description:
Provide Project Management over complex, multi-step DBHDD IT projects from
inception to go live.  Analyze user requirements, procedures and problems
to automate DBHDD business processes, upgrades or modify existing systems
and review system-wide capabilities, workflow and scheduling limitations.
Job Responsibilities:
Serve a key role for project management functions and follow through on
system implementations, upgrades and maintenance activities as needed for
the Hospital and State Office application system.
Work directly with the Application Development team to design, develop,
test, analyze and maintain software application in support of the
achievement of business requirements.
Serve as a liaison between system vendors, other State agencies and
customers.
Translate functional business requirements into technical specifications
and designs.
Provide maintenance and troubleshooting support to business owners.
Design and develop reports and reporting criteria (DBHDD business data).
Qualifications:
Five+ years of related experience.
Preferred Qualifications:
Preference will be given to candidates who, in addition to meeting the
qualifications listed above, also have experience in the following:
Experience with implementing and/or supporting large user-base web-based
applications to include MS SharePoint and SharePoint-based applications.
Five+ years of MS SQL Server (ability to query, extract, transform data)
In-depth knowledge and experience with relational databases/concepts and
query tools.
Familiarity with Network system and Network connectivity troubleshooting.
Experience with report development/maintenance using an enterprise
reporting application such as Crystal Reports or SSRS desired.
Critical thinking and logical troubleshooting skills.
Ability to communicate clearly and concisely through written and verbal
communications.
Ability to work as a team member.



Project Manager Position, Atlanta, GA, 12 months contract


JOB REQUIREMENTS
The position will direct and coordinate project activities, including but
not limited to:
·    Planning
·    Schedule development and maintenance

Primary duties will be to manage all aspects of projects following PMI best
practices and the Georgia Environmental Protection Division Project
Management Methodology.
Successful candidates will be accomplished project managers who have
directed and successfully managed, from start to finish, complex,
technology projects with aggressive timelines.
The successful candidate will be expected to provide guidance and expertise
in business analysis techniques and to participate in the development of
related work products.
Knowledge and experience in full Systems Development Life Cycle and Testing
Methodologies is required.
Project Management Certification (PMP) or successful completion of a
recognized project management curriculum is a plus.
4+ years of IT project management or equivalent team leadership experience
in application development and implementation.
Experience with projects of moderate to high complexity in multiple
technologies and functions with all phases of Project Life Cycle.
Expert in Business Analysis, including facilitation, information gathering,
diagramming, and documentation with working experience of the complete B/A
toolset.
Expert in MS Project, proficient in MS Office suite, and Visio.
Clear understanding of end-to-end application delivery in a multi-platform
environment (mainframe, client server, web).
Knowledgeable and experienced in the full Systems Development Life Cycle
and Testing Methodologies.
Strong understanding of IT operational processes and familiarity with
standards and trends in the industry relative to IT processes.
Effective verbal and written communications.
Comfortable in interacting with staff and management, including Executive
levels.
High degree of skill in the development and execution of business and
technical presentations.
Experience in:
·    Product and consulting services acquisition, specifically the RFP
process.
·    Acquisition and implementation of Commercial-Off-The-Shelf (COTS)
software packages.
·    Business requirements gathering.
·    Business process documentation.
·    Windows environments.
·    Vendor management
Preferred Skills:
·     Advanced degree from an accredited college or university.

RESPONSIBILITIES

estimates, project plans, and budgets. Oversees and controls ongoing costs,
schedules, resources, scope, and risks. Negotiates and persuades decision
makers regarding necessary action steps to achieve the goals and objectives
of the project.
Gathers and documents business and technical requirements.
Analyzes business processes, conducts interviews, and confers with
management to document procedures and determine program's functional
requirements
Determines staffing requirements and forms project teams.
Chairs, manages, or facilitates project meetings, communicating individual
roles and project expectations. Ensures that all project team members have
the tools and training required to perform effectively. Manages conflict
resolution within the framework of business and project/program objectives.
Develops, monitors, and coordinates project activities, such as scheduling,
tracking, and reporting; assess the impact of planned changes and builds
contingency plans to support the change efforts.
Overcomes obstacles and resistance to change through the use of complex
strategies to promote project/program success, such as sharing resources to
solve mutual problems across the organization.
Provides work direction and leadership to assigned projects, including
scheduling, assignment of work, and review of project efforts.
Monitors project milestones and critical dates to identify potential
jeopardy of project schedule. Identifies ways to resolve schedule issues.
Keeps management aware of the situation. Develops strategy and ensures
integration of project plans and overall execution.
Assesses variances from the project plan, gathers metrics, and develops and
implements changes as necessary to ensure that the project remains within
specified scope and is within time, cost, and quality objectives.
Provides the team with constructive feedback as it pertains to project
performance. Uses past experiences to identify potential areas of
improvement.
