Position: Product and Systems Requirements Manager – 2 NEEDED
Project start date: by 10/13/08
Rate: 45/hr
Duration: 3 months

Daily Responsibilities:
- This is an manager level person in an individual contributor role that
will work with senior leadership from Product Management, Business
Operations, Sales Operations, Network Operations, Information Technology,
Call Center Personnel and National Customer Care to document product
requirements and system requirements.
- Work with a small team of requirements developers.
- Define project objectives and determine the best course of action to
achieve the client´s goals and expected deliverables.
- Defne product requirements including an executable business case.
- Work with Network Operations to make sure the requirements are
documented for expanding the network, implementing and testing new
functionality required at head ends, and implementing and testing customer
premises equipment.
- Work with IT to define the system requirements.
- Work with National Customer Care, Local Markets and Business Operations
to articulate the requirements for supporting the product.
- These requirements will need to be socialized with many organizations
to ensure gaps are uncovered and incorporated into the requirements.
- Demonstrate strong knowledge of telecomunications and cable operations.
- Obtain resource commitments from the client and assemble client
review teams.
- Obtain resources from ExcelaCom and supervise quality of deliverables.
- Effectively apply our methodology and enforces project standards.
- Develop and maintain detailed project plans with dependencies and key
milestones based on coordination with all project stakeholders.
- Work with key client resources to identify project risks and develop
appropriate risk mitigation plans.
- Ensure project objectives are met by monitoring and measuring progress
regularly to identify variances from the plan and take corrective action as
necessary.
- Creating statements of work for new opportunities, determining
staffing, acquiring staffing, and monitoring delivery progress.
- Schedule and facilitate project team meetings to ensure all project
requirements are effectively communicated to team members.
- Perform status reporting to communicate progress to project sponsors,
and key stakeholders.
- Maintain an issues list and communicate key issues to project sponsors,
and key stakeholders.
- Track project spending and ensure project costs are allocated to the
appropriate cost centers.
- Oversee all aspects of project delivery and ensure the successful
completion of deliverables.
- Financial responsibility (approving all travel and expense for the
project) and coordinating timely billings and collections.
- Executive status to company and client organization.
- Relationship building with the client organization.
- Identification and business development.
- Provide input to the client on system requirements and help with user
acceptance testing.
Qualifications:
- Bachelors degree from an accredited University
- Minimum of six years of requirements definition experience in either
product or technical space, preferably both.
- Minimum of ten years of telecommunications experience preferably not
wireless.
- Minimum of ten years of project management experience in a cross team
environment.
- Experience working any of the the following ILEC's (Bell South, Verizon
East, Verizon West, ATT and EMBARQ).
- Experience working with offshore teams either in the capacity of IT or
business process outsourcing.
- Understands how to make an offshore team productive by understanding
the nuances of the cultural challenges.
Must Have Skills
- Telecommunications Knowledge - non-wireless
- Experience working with ILEC's and CLEC's for installation
coordination, number portability, directory listing, and circuit ordering
- New Business Development and expansion of existing business
- Experience in recommending system changes to support overall process
improvement
- Management of a mid-sized team of people between 15 and 25 FTEs
- Project Managment Experience

- Managing Call Center resources that handle telecommunications
provisioning
- User Acceptance Testing of System Releases
