The One Stop Operating System (OSOS, a case management system currently
utilized by New York State Department of Labor (DOL), is expanding to
incorporate utilization by the partnership of additional State agencies. New
York State Department of Labor (DOL) and New York State Office of Mental
Health (OMH), in conjunction with other state agencies, have worked
collaboratively to incorporate changes in the current employment services
case management systems to more effectively and efficiently serve customers
with disabilities. The OSOS application will integrate current agency silos
of employment-related information and service delivery. This enhanced system
will eliminate current fragmented approaches to the provision of employment
services to individuals with disabilities. The comprehensive database of
available jobs in the NYSDOL Job Bank is a benefit to the disabled job
seeker.

As part of the project, the partnership will work on creating a reporting
portal which is available to all state agencies involved in sharing data
through the enhanced OSOS case management system. This reporting portal,
will be developed and maintained by the client, to combine data from several
data sources and allow management and public reports to be generated. The
enhanced OSOS system, and corresponding reporting portal, will replace the
current Client developed and maintained New York Interagency Supported
Employment Report (NYISER) reporting system.

This position will support the design and implement web portal for access to
the data report portal and online reporting requirements for the OSOS
project. The incumbent will perform the duties associated with the
administration of Oracle OBIEE / WebCenter and Application Server platforms,
which delivers the data marts consumed by the business users. The consultant
will play a lead role for the client transition from Oracle Portal Server to
Oracle Business Intelligence Enterprise Edition (OBIEE) which requires
extensive knowledge of Business Intelligence and Data Warehousing concepts
to provide the OSOS project with leading edge technology. The incumbent will
support the Oracle Business Intelligence Enterprise, WebCenter, and
Application Server platforms to ensure proper functioning including
reviewing and applying upgrades, updates, and patches to support fixes and
security updates.


   - Duties include, but are not limited to, the following:
   - Ensure proper functioning of current installs of Oracle Business
   Intelligence Enterprise Edition (OBIEE), WebCenter, and Application Server
   platforms.
   - Review the current OBIEE / WebCenter and application server
   configuration, architecture and documentation for optimization and
   consistency with client standards and provide recommendations for
   improvement.
   - Revise, if necessary, detailed technical procedures for the
   installation, testing and maintenance of OBIEE / WebCenter platforms.
   - Conduct performance analysis, testing and optimization for OBIEE and
   Oracle Application Server.
   - Develop and implement unit and system test plans for OBIEE / WebCenter
   environments.
   - Analyze system software releases from vendors and software
   configuration changes to determine their effects on existing operations.
   - Effectively size hardware for OBIEE / WebCenter.
   - Effectively measure and monitor activity in OBIEE / WebCenter.
   - Create OBIEE / WebCenter performance reports.
   - Configure OBIEE / WebCenter for both internal and external users.
   - Perform routine update and upgrade of OBIEE / WebCenter.
   - Troubleshoot, support and enhance the OBIEE / WebCenter and Oracle
   Application Server.
   - Prepare detailed documentation for all involved application activities.


*Required Qualifications:*

Six (6) years of IT experience including three (3) years of experience as a
software administrator on a UNIX platform, Oracle Portal and Application
Server Administration and Oracle 10g database platform.

*Desirable qualifications:*

   - One (1) year experience with Oracle 11g database platform.
   - Seibel Analytic / Oracle Business Intelligence
   - BEA / Weblogic
   - 2 years demonstrated experience using Java
