Contract subject to renewal at end of fiscal year.*)* *DAILY DUTIES / RESPONSIBILITIES:* SCOPE OF PROJECT Summary: Under limited supervision reporting to Taxpayer Business Services - Technology Division Management, serves as a Project Manager responsible for implementation of projects and/ or noted activities. This contractor will be one member of a team that is comprised of proven experts in some or all of the fields of application systems, networking, virtual environments, systems security, data encryption, network automation, and/or centralized IT management. The intent of this work order is to provide project management for the redevelopment of legacy applications and/or infrastructure systems. The contractor 1. Plans, directs, and coordinates one to three teams of analysts, technicians, and users engaged in designing, procuring, testing, and implementing SCDOR initiatives 2. Ensures that SCDOR projects are delivered on time, within budget, and according to customer requirements 3. Assists Agency management and project stakeholders in information technology planning related to the SCDOR program 4. Is required to follow SCDOR’s project management and system development lifecycle methodologies Specific Duties and Responsibilities: 1. Serves as project manager for specific South Carolina DOR projects and activities; works with SCDOR Taxpayer Business Services/Technology Division Management on priorities and timeframes of projects; manages resources assigned to projects; coordinates interaction between interrelated project teams; reviews and assesses progress of SCDOR projects and activities and takes corrective action where necessary 2. Clarifies expectations and defines requirements; directs the work activities and priorities of team leaders, business unit members, architects, consultants, analysts, and technicians engaged in design, procurement, testing, and implementation of SCDOR projects and activities; is responsible for providing feedback to SCDOR management on staff selection, assignment, training, development, and performance related to SCDOR 3. Serves as primary contact person for SCDOR project stakeholders and contractors to resolve day-to-day issues, process change requests, and manage schedules for SCDOR project and activities; escalates to the SCDOR management and project sponsors any issues, change requests, and schedule impacts 4. Coordinates with Agency management and resources responsible for ongoing maintenance and support of SCDOR components post-implementation as needed for knowledge transfer and for coordination with the new implementation; develops and/or coordinates the development of procedures to support the implementation 5. Estimates, tracks and reports on costs, including potential hard dollar, and internal SCDOR personnel and contractor hours and resulting earned value; reports regularly to Management and Sponsor as to project status, including project accomplishments, issues, risks, and financials; serves as project advisor to SCDOR Management, Project Sponsors, and Steering Committee 6. Documents expected benefits, such as reduction in cycle time, personnel savings, and any soft or hard dollar savings for any enhancement requests other than ones mandated by legislation 7. Performs other duties and special projects as assigned. SKILLS REQUIRED: 1. An associate degree in computer science and five years’ experience in new computer systems development, network management, or related field; or a bachelor’s degree in business administration, computer science, mathematics, statistics, management information science and five years’ experience in new computer systems development, network management, or related field 2. PMP certification; expired certifications must be reinstated within 6 months of start date. 3. Extensive knowledge of PMI recommended project management processes and methodologies 4. Working knowledge of system security standard practices and recommendations 5. At least 3 years’ experience in systems implementation, operating systems, and/or infrastructure 6. Possess documented experience as a project manager over small-sized projects ($50,000 to $1,000,000) 7. Experience in developing and maintaining documentation for policies, procedures, and best practices 8. Ability to conduct research into infrastructure issues and products as required 9. Ability to plan, organize, deal effectively with the needs of technical peers, technical and user management, end users, vendors, and staff members 10. Excellent writing, editing and proofreading skills 11. Ability to communicate clearly and effectively in spoken and written form 12. Ability to adapt to changing priorities SKILLS PREFERRED: 1. Current industry certifications for Microsoft and system security 2. Business Analyst (BA)and/or Quality Assurance (QA) certifications & experience 3. Knowledge of Internal Revenue Service (IRS) and Department of Defense (DoD) system security guidelines 4. Knowledge of software development lifecycles and migrations from different environments, such as development, production, etc. 5. Knowledge of Windows Server 2008, SharePoint 2010 and 2013, System Center Configuration Manager (SCCM) 2012 6. Hands-on technical knowledge of network and server operating systems 7. Working technical knowledge of tools and techniques including but not limited to: a. Internet Information Server b. Virtual Private Networking (VPN) c. Dell and CISCO equipment d. Secured file transfer e.
