The contractor will complete recurring programming maintenance tasks to prepare the application and the database for each new grant cycle. In addition, the contractor will work closely with staff in the identification and correction of application errors as well as the introduction of new feature enhancements. SCOPE OF THE PROJECT: The purpose of this engagement is to provide the South Carolina Department of Public Safety (SCDPS) with analysis and programming services in support of an existing, web-based, public-facing application that supports the collection and processing of requests for Highway Safety and Justice Programs grant funds. The application, known as the Grants Management Information System (GMIS), allows subgrantees to submit their grant applications online. Similarly, the GMIS application allows staff members to: 1) evaluate and award the grants electronically, 2) generate acceptance and rejection letters, and 3) modify the verbiage of each grant on an annual basis. The application has been online for over seven (7) years. The core job duties include analysis, coding, testing, debugging, and documenting programs. The contractor will complete recurring programming maintenance tasks to prepare the application and the database for each new grant cycle. In addition, the contractor will work closely with staff in the identification and correction of application errors as well as the introduction of new feature enhancements. SCDPS is anticipating the initial phase of this engagement to last no more than thirty (30) business days after the project start date. The initial phase of the engagement will entail the preparation of the application and database for the upcoming new grant cycles. This initial phase will also include documentation of the tasks performed. SCDPS anticipates any ongoing work (after the initial phase of the engagement) will be no more than five (5) business days per month. The ongoing work will entail correcting application errors and/or feature enhancements. SCDPS envisions needing these services for at least one year from project start. However, please note that SCDPS reserves the right to end this engagement at any time. DAILY DUTIES / RESPONSIBILITIES: SEE SCOPE SECTION ABOVE. IN ADDITION TO THE INFORMATION IN THE SCOPE SECTION, • The contractor will be expected to provide a weekly summary of accomplishments and issues to SCDPS management. • The contractor will be expected to provide a weekly summary of their planned activities for the upcoming week to SCDPS management. • The contractor will be expected to accurately track and record their time. • The contractor must provide technical documentation for all work performed during this engagement. SCDPS will provide all existing documentation. SCDPS will assign staff to work with the contractor throughout the engagement. SCDPS will provide the contractor with all the necessary facility accesses. SCDPS will provide the contractor with all the necessary network accesses. SCDPS will provide the contractor with a suitable work space. SCDPS will provide the contractor with a computer and the appropriate software. The contractor will not introduce any new programming software to the environment without SCDPS approval. SCDPS expects the contractor to follow programming best practices to include, but not limited to, the safe storage of the source code as well as the separation of development, test, and production environments. All of the information shared with the contractor is confidential. All of the work that the contractor performs during this engagement will become the property of SCDPS.
