GENERAL SUMMARY:
Responsible for the day-to-day use of all vendor supplied and developed
software applications. Each individual is assigned an area of expertise -
i.e., Loans, Savings or Financial and is expected to have a detailed knowledge
of the applications used in the respective areas, be aware and help create a
work-around for existing problems with the applications or usage of, and serve
as a quality control expert for the reports produced and data contained in the
applications. The individual may be expected from time to time to participate
or manage projects outside of their functional area of expertise.
Provide direction to staff and association personnel in the use of the assigned
Systems and related equipment. Analyzes and evaluates user requirements.
Activities include the conceptualization, development and implementation of
complex systems for user. Defines systems objectives, prepares business/user
requirements and cost justification. Formulates logical statements of user
requirements and develops solutions involving data processing systems of an
electronic or manual nature through application of systems and methods
engineering techniques. Analyzes alternative means of deriving input data to
select the most accurate, feasible and economical methods. A major part of
this position is to provide interface between the internal customers and
external customers such as vendors, and other departments to ensure effective
completion and delivery of assigned projects.
NATURE AND SCOPE OF POSITION:
This class performs professional level work for projects within a department.
In addition, incumbents coordinate a wide variety of special projects, normally
involving the staff of several departments, consumers, vendors and other
groups.
SUPERVISORY RESPONSIBILITIES:
The System Analyst position has no direct supervisory responsibilities but will
be expected to take the lead on assigned projects and may oversee the work of
others working on assigned project.
ESSENTIAL DUTIES AND RESPONSIBLITIES:
1. Leads project teams and develop project team members to implement
various systems, testing, requirements, etc. within time constraints and
project resources.
2. Leads multiple, parallel projects using formal and informal project
planning techniques.
3. Consults with and advises programming and development areas on
applications in area of responsibility.
4. Originates and maintains communication efforts with divisional user
personnel, data processing management, and vendors on problem and project
statuses as appropriate.
5. Develop and implement business and technical requirement documents for
all new or modifications to application systems.
6. Prepares large scale project plans including schedules, tasks, work
assignments, resources project milestones, dependencies, budget/forecasts and
review points, and reporting thereof.
7. Reviews all work prior to its incorporation into production or input
into another project task.
8. Reports to management on project progress, problems, and needed
changes. Recommends and carries out approved action plan without assistance.
9. Ensures that all work and documentation meet the standards of the
department and the project.
10. Trains and guides less experienced staff in department standards and tools.
11. Ensures minimal disruption on ongoing data processing systems between each
division and the Systems Liaison by good coordination and effective project
output integration with existing systems.
12. Identifies areas that lack operational efficiency secures approvals on
specifications and project completion as appropriate.
13. Maintains records of work performed and fulfills Ad Hoc reporting
requirements and queries.
14. Excellent user knowledge of, and responsible for all aspects of the
assigned System and it's interaction with other Systems (ex: Extract, Loan
Boarding etc.).
15. Develop procedures for user areas related to system changes and
implementations.
16. Coordinate User Training on new systems. Responsible for development of
new and review existing training materials for permanent training courses.
17. Perform quality control functions at a high level for related
applications. Develop quality control reviews. Thorough knowledge of database
structures enabling analyst to progress to database development.
18. Work with individual user areas to improve the efficiency of business
users by improving their use of systems to include technology.
19. Stay abreast of technological advances in the areas of branch terminal
systems, and related equipment (ATM, POS, OC Platforms, Loan Origination,
Paperless technology, web-based applications for broker and member (customer)
loan submissions, etc.).
20. Provide guidance and assistance to personnel and users in resolving system
related and operational problems.
21. Obtain, review and assess vendor proposals and make written
recommendations to management.
22. May function as system administrator for selected systems.
23. Monitors changes in laws and regulations that may affect the programs to
which assigned; assists Operations with system requirements where the
implementation of new policy, procedural and operational changes as required.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Performs additional duties as assigned.
2. Is available for travel.
MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities:
a.. Experience as a senior analyst on various in-house Loan Origination
platforms, e.g., Gallagher, Empower, Integra Destiny. Integra Destiny
experience is preferred.
b.. Expert experience with systems analysis tools, data extraction, database
queries and updates, and report writing tools.
c.. Thorough familiarity with problem analysis and excellent level of problem
solving capabilities to establish potential alternatives and solutions to
problems.
d.. Excellent communication orally and in writing. Ability to work with all
levels of management.
e.. Broad range of Bank and/or Savings and Loan Operational Experience is a
requirement, as well as, experience with use of online real time systems.
Systems should include the Core systems as well as item processing sub systems.
f.. Must be highly organized and capable of handling multiple tasks
concurrently, are able to redirect priorities based upon current workload
(Ability to react to current situations).
g.. Excellent knowledge of production cycles and projected results of those
cycles for related applications.
h.. Excellent technical skills to include Word, Excel, SQL, MS Query, Integra
Destiny Scheme Code, Website and Database Management, detailed knowledge of
bank-maintained extract databases and .
i.. Ability to review test results and correlate those results to the
effectiveness of the respective application.
j.. Ability to plan, coordinate and personally participate in projects.
k.. Ability to coordinate, implement and review programs and procedures
related to assigned project areas.
l.. Ability to prepare clear and concise reports, correspondence and other
written materials.
m.. Ability to maintain accurate logs and records of work performed.
n.. Ability to use tact, initiative, prudence and independent judgment within
general policy and legal guidelines.
o.. Ability to establish and maintain effective working relationships with
those contacted in the course of the work.
p.. Ability to translate needs of users and external entities into projects
or tasks which are practical (good analytical skills) and are well synthesized
and integrated into the systems environment.
Education, Training and Experience:
Potential candidates for this position must meet the following requirements:
a.. Bachelor's degree (preferably in Business Administration, Statistics,
Mathematics, Accounting, or Computer Science) or equivalent experience.
b.. Minimum of (8) years' work experience, five (5) of which must be directly
with the application assigned gained either by working in the assigned area or
in a system area directly supporting the function.
Experience as outlined may be substituted for education on a year-for-year
basis.
