WORK  STATEMENT

A. Brief Description of Work

This position will assist the division director in completing the
delivery and governance of the State of Michigan DTMB Enterprise
Architecture through planning and completing deliverables defined
through a discipline of processes, standards and policies.  This
position will also be involved with project teams and infrastructure
teams to address interim technology needs and long-term technology
strategies as part of an enterprise architecture program.
Additionally, this position will provide necessary guidance and advice
to the resources necessary to support the efforts of Enterprise
Architecture through architecture governance, leading and facilitating
teams, documenting architecture, processes, and standards, and
technology research.

B. Background on the work requested

The Enterprise Architect is the sole multi-disciplinary authority
responsible for developing, administering and enforcing plans,
policies and procedures for application design and development at DTMB
in support of DHS, including the design and implementation of
enterprise level software, frameworks and services that are the
underpinnings of DHS’s entire IT solution development program. The
Architect will attend business and technical analysis sessions for
development projects and provide an enterprise viewpoint to analysis
of the requirements and the ultimate application architecture for
fulfilling those requirements given the enterprise application
environment.  The Architect will validate system designs created for
Department of Human Services (DHS) solution development projects, and
will review and approve application designs submitted by third party
or purchased software implementation projects.  The Architect will
have the sole authority to approve the design of and changes to
enterprise level components such as common security, account
administration and interface components, and will lead the efforts of
developers in the creation and maintenance of such components or
services.  The Architect will provide ongoing expertise and
consultation to all DTMB solution designers and developers. This
position provides technical and business expertise to the Enterprise
Architecture Core Team.  The position is also charged with providing
technical leadership, guidance and direction to DTMB Agency Services
staff to include: programmer/analysts, database administrators,
project control staff, and technical managers supporting related
system architecture functions for client agencies.

C. Objectives

The objective of this work request is to complete the planning of the
Michigan DTMB Enterprise Architecture (EA) program.  Identify,
prioritize, and deliver key EA deliverables.  Establish Enterprise
Architecture Process Framework, including procedures for technology
standards, technology strategies, Technology proof-of-technologies/
pilots, and technology roadmap disclosures.

D. DTMB Enterprise Architecture technical environment for the work

This position will be involved with project teams and infrastructure
teams to address interim technology needs and long-term technology
strategies as part of an enterprise architecture program. The
Architect will attend business and technical analysis sessions for
development projects and provide an enterprise viewpoint to analysis
of the requirements and the ultimate application architecture for
fulfilling those requirements given the enterprise application

E. Description of the requested work, including deliverables and
knowledge transfer

Tasks will be established through the Enterprise Architecture Planning
activity.  Key tasks may include, but are not limited to:

• Provide technical architecture expertise to business and technical
requirement sessions.
• Provide technical architecture expertise to the EA Core Team.
• Develop strategic goals required to insure Department of Human
Services (DHS) application architecture is in compliance with the DTMB
ICT Strategic Plan.
• Consult with designers on proper solution design and use of
enterprise architecture components.
• Facilitate current situation analysis and review current systems
across state agencies as well as assess enterprise impacts.  Specific
state agencies may include, but are limited to: Department of Human
Services (DHS), e-Michigan, Department of Technology Management and
Budget (DTMB), Department of Community Health (DCH), and Department of
Corrections.
• Facilitate design reviews across the organization.
• Lead the research and evaluation of the current technology industry
marketplace targeted for possible integration into the various state
systems or environments, including strategic applications, tools, and
utilities.
• Engage State of Michigan technology vendor representatives by
establishing a working partnership relationship.  Stay current on
industry technology direction and standards.  Understand the
investment and support of technology industry standards by our vendor
partners.
• Ensure the implementation of security standards in system
architectures and designs. Be familiar with, provide research,
documentation and input (when applicable) to Enterprise Security
standards.
• Provide technical leadership, guidance and direction to DTMB Agency
Services/DHS staff and technical manager’s programmer/analysts and
technical managers supporting related design, development, test, and
implementation functions for the client agencies.  This includes
configuration management, database management, capacity planning,
hardware and software procurement, and application/systems
architecture.
• Direct the use of EA Solution Patterns and Reference Models with
existing and proposed solutions within the area of responsibility.
• Maintain an awareness of agency and IT enterprise initiatives.
Communicate the architectural implications and impacts of these
initiatives for the area of responsibility to Department of Human
Services (DHS) IT executive leadership and EA.
• Perform business and technical requirements analysis for enterprise
level components and objects.
• Oversee and approve the development and changes to the software
framework(s) to insure proper execution of the design and adherence to
technical standards.
• Design solution modifications which enable technology migrations and
consolidations based on cost, impact to the business and to IT.
• Design solution modifications which enable existing and new
solutions to make the best and most appropriate use of platform
neutral Service Oriented Architecture (SOA) based interfaces,
including web services and message queuing.  Provide direction on
using automated feeds to enterprise services registries, where
appropriate, such as an enterprise UDDI.
• Identifies key business and technology drivers that impact
application architecture.
• Provides knowledge leadership in technology standards and
architectural governance.
• Designs external system interface architecture, including
appropriate application of techniques and standards such as service-
oriented architecture, web services, etc.
• Operates within the context of the State of Michigan – State Unified
IT Environment (SUITE) process methodology.
• Provide vision, problem anticipation, and problem resolution.
• Oversight of DTMB development and implementation vendors and
associated processes to ensure DHS application and environments meet
or exceed technical standards and performance requirements.
• If technical standards do not exist, work to create standards
through the DTMB Controlled Innovation Technology Adoption process to
improve efficiencies for assigned agencies (http://www.michigan.gov/

• Strategize, create, and execute plans for all technical objectives
for the DTMB Agency Services DHS.
• Assist in the creation of all technical aspects of any documents to
meet State agency requirements or Federal entity requirements.  For
example – Advanced Planning Document (APD), and internal, State, or
Federal audit responses.
• Ensure documentation for DHS applications/systems is complete and
technically correct.
• Any other relevant technical duties, as assigned by DTMB Enterprise
Architecture and/or DTMB DHS Agency Services Information Officer.


Strategic Technology / Enterprise Architecture

Designing architecture for an organization on an enterprise level.
Defines system and application architecture and provides vision,
problem anticipation, and problem solving ability to organization.
Familiar with a variety of the field's concepts, practices, and
procedures. Relies on extensive experience and judgment to plan and
accomplish goals. Performs a variety of tasks. Leads and directs the
work of others. A wide degree of creativity and latitude is expected.
This position prefers a Bachelor’s degree in area of specialty and
requires 10+ years of experience in the field or in a related area.

Technology Consultant

Understands the strategic direction of enterprise and the supporting
IT systems and architectures. Maintains knowledge of emerging
technological trends and utilizes this knowledge to educate both IT
and the business of opportunities to build better IT solutions that
support and drive business decisions. Assists in the definition of the
architecture and technology needs of the organization based on new and
emerging technologies, and establishes priorities and strategies
consistent with business goals and economic viability. Establishes
foundation architecture for organization to standardize on hardware
and software usage. Serves as a consultant and advisor to senior IT
leadership on advanced technologies and evaluates the business impact
through cost/benefit analysis. Recommends and incorporates technology
with long-term business plans. Transfers knowledge of key learnings
throughout the enterprise, and establishes and communicates strategic
and technological plans.  This position prefers a Bachelor's Degree in
Computer Science, Information Systems, or other related field, or
equivalent work experience and requires 7 to 10 years of IT work
experience. Requires prior management, supervisory, or team leader
experience.
