EBS modules to be implemented include: General Ledger, iProcurement, Purchasing, Accounts Payable, Accounts Receivable, Projects and Grants, Order Management, Cash Management, Fixed Assets, Inventory and Oracle’s BI Publisher and Discoverer reporting tools. The implementation is a multi-system implementation. two projects implementing in January 2012: the EBS finance system and PeopleSoft Payroll/Time & Labor (PTL) project with planned integration and a Labor Distribution solution in common. Planning for the cutover will be complex, and requires numerous side systems to be ready for cutover as well. With this Work Order, we are seeking an expert Oracle EBS functional consultant for specific work related to the finance implementation project. *Consultant:** Proposal (summary / overview)* *Section B. Description* *Agency:** Description of Task/Service * Requiring an expert consultant resource with functional experience in Oracle EBS system across most of the modules to be implemented. At a minimum we seek expertise in Financials and General Ledger, Projects and Grants, and procure to pay modules (Inventory and Purchasing/AP). We are seeking a seasoned consultant who has been through multiple Oracle EBS implementations and has participated in developing cutover plans. The ideal consulting resource would also have public sector experience. * * Requiring a candidate consultant to have *experience and advanced skills*in: - Oracle E-Business Suite Release 12 - Experience working on one or more Oracle EBS implementations preferably for large public sector organizations. Experience with Oracle’s AIM methodology and best practices to configure and implement Oracle EBS resulting in improved business processes and efficiencies. - Knowledge and understanding of public sector/government accounting practices. - Experience designing cutover plans that include: · Strategies to handle business function continuity even while systems may be locked for final conversions · Fall back plans · Cutover plans for side systems needing to convert to new chart of accounts and integration to handle the new system at Go Live even while they continue fiscal year close out activities after cutover - Troubleshooting and resolution of open issues that may be related to configuration, data conversions, or issues discovered in testing. - Advanced skills with analysis and design including working with stakeholders to understand business requirements, system integration and business process redesign. - Knowledge and experience with multiple types of testing: unit, regression, integration, performance testing and cutover preparation testing. - Strong communication skills, including the ability to present concise and articulate analysis in both written and spoken form and experience documenting business processes and writing systems documentation. Within the Oracle EBS area of expertise, the selected consultant will perform a variety of tasks to support the Finance Project including: - Lead a variety of tasks focused on stabilizing the system prior to final testing. This includes: - Troubleshooting open issues found in testing or data conversions and work to resolve the issues and/or develop solid work-around solutions for those not able to be fixed. - Coordinate preproduction activities including cutover preparation “dry runs” to test cutover readiness, provide timings and clarify task dependencies - Participate in team work dedicated to setup of various environments needed to support testing, training and preproduction work including build out of new “gold” instance for staging final configuration - Work with technical team to provide functional expertise needed to resolve development issues - Participate in testing activities to support team efforts to complete final end user testing, labor distribution testing, load testing, and pre-production testing - Provide support to the development of a cutover plan for the EBS finance system as well as cross project cutover activities and dependencies.
