*Overview**:*

This is a high profile position and requires the individual to interact
with business sponsors and stakeholders as well as working with all facets
of the business.  The individual conducts user research to solicit,
capture, document and validates the most complex functional and
non-functional requirements.  They manage documentation of requirements,
tools, and standards.  Translates business requirements working with
customers into functional and non-functional requirements and reconciles
with related software engineering.  Develops system level use cases,
functional requirements, and wire frames.  Create models, activity diagrams
(as it applies) and other graphical consumables.  Provides training,
technical direction, and guidance, as directed.  Analyzes customer business
processes, system interactions, data requirements and extracts.  Analyzes
requirements in compliance with standards within all phases.  Performs
current state analysis, gap analysis, risk assessment, and other related
tasks as needed.  Acts as a liaison between designated business units and
IT/technology.  Communicates requirements, analysis, proposals, timelines,
and options.  Analyzes and documents current and future processes and data
flows.  Establishes and develops productive working relationships with
technical development teams, project managers, editors, information
architects, and other staff.  Identifies program design and implementation
issues, functional problems, and project or process related challenges.

*General Duties*

·         Applies extensive job practices, techniques, standards,
principles, theories, and concepts. Has full knowledge of other related
disciplines.

·         Provides technical solutions to complex problems that require
ingenuity and creativity.

·         Exercises considerable latitude in determining technical
objectives of assignment. Completed work is reviewed for desired results
from a relatively long-term perspective.

·         Guides the successful completion of aspects of major programs and
may function in a project leadership role. Erroneous decisions or
recommendations may result in failure to achieve major organizational
objectives.

·         Represents the organization as the prime technical contact on
contracts and projects.  Interacts with senior external personnel on
significant technical matters often requiring coordination between
organizations.

·         Work with the project manager, business visionary and end users,
IT architects and developers, and project sponsor to document the product’s
vision and the project’s scope.

·         Elicit requirements using interviews, document analysis,
requirements workshops, storyboards, surveys, site visits, business process
descriptions, use cases, scenarios, event lists, business analysis,
competitive product analysis, task and workflow analysis, and/or viewpoints.

·         Write requirements/systems specifications according to standard
templates, using natural language simply, clearly, unambiguously, and
concisely.

·         Decompose high-level business and user requirements into
functional requirements and systems requirements, specified in an
appropriate level of detail suitable for use by those who must base their
work on the solution development team members.

·          Participate in peer reviews and inspections of
requirements/systems documents. Participate in peer reviews of work
products derived from requirements specifications to ensure that the
requirements were interpreted correctly.

·         Manage requirements traceability information and track
requirements status throughout the project.

·         Manage changes to baseline requirements through effective
application of change control processes and tools.

·         Knowledge of and demonstrated experience in requirements
processes.

·         Knowledge and demonstrated experience in the software development
project lifecycle.

·         Demonstrated experience in making articulate and effective oral
presentations to different audiences.

·         Organization and time management skills: Operates independently
with minimal guidance by management.

·         Strong interpersonal, teamwork and coaching skills.

·         Ability to manage multiple tasks.

·         Interviewing skills, to talk with individuals and groups about
their needs and ask the right questions to surface essential
requirements/systems information

·         Listening skills, to understand what people say and to detect
what they might be hesitant to say

·         Analytical skills, to critically evaluate the information
gathered from multiple sources, reconcile conflicts, decompose high-level
information into details, translate up from low-level information to a more
general understanding, distinguish presented user requests from the
underlying true needs, and distinguish solution ideas from requirements.

·         Writing skills, to communicate information effectively to
customers, managers, and technical staff

·         Use Case Modeling skills, to represent requirements/systems
information graphical forms that augment textual representations in natural
language
