Description:
This position will assist with overseeing the new MMIS Procurement and
RFP Development Vendor Contract including, Gap Analysis, MITA 3.0
State Self-Assessment, and Draft MMIS RFP development.
Brief Job Description:
The Project Manager (PM) will provide direction and overall support
for the management of the Vendor Contractor hired by HHSC who is
responsible for conducting a Gap Analysis and MITA assessment that
will determine the detailed business, operation, and technical
requirements to be published in a Request for Proposals (RFP) to
procure a new MMIS for Texas. The individual is expected to be co-
located on site with the Vendor Contractor in Austin, Texas. The PM
is also expected to be/work a full-time equivalent schedule to support
the efforts.
II. WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
5 Recent (within the past 8 years) knowledge of the Texas
Medicaid/
CHIP operations
5 Recent (within the past 8 years) knowledge of the Texas MMIS
system
8 Ability to direct and manage large development projects
5 Ability to identify and resolve conflicts within the project
team
and with stakeholders.
5 Proactively manage changes in scope, identify potential crisis,
and
assist with development of contingency plans
5 Experience at working both independently and in a team oriented,
collaborative environment
5 Ability to effectively prioritize and execute tasks
5 Ability to write and review technical and operational Request
for
Proposals, Request for Offers, or similar detailed procurement
documents
