Description:
These resources will assist with the preparation of technical
specifications and will construct VB.NET back end web coding of the
web applications. This includes database connections, interfaces,
processing and logic for web pages.  Communication and coordination
with the ASP.NET developers doing the frontend code will need to be
included. Developers will also be involved in producing reports
utilizing DTMB standards along with Workforce Development Agency
standards and protocols.  Work will be performed at the Operations
Center in Dimondale, Michigan under the management of the DTMB
Application Project Manager (Agency Services LARA Lansing). Skill sets
should include ASP.NET, VB.NET, SQL, Crystal Reports, SQL Server
Reporting Services, and web and database concepts for the .NET
developers, oracle db, mobile solutions Team Foundations Server.

Background on the work requested
Workforce Development Agency (WDA) completed Phase 1 of the MiTalent
Connect Portal.  The portal is located at www.mitalent.org.  Phase 2
of this project effort expands on the functionality that was
constructed within phase 1.  For phase 2, the following features and
functions will be completed.  They are:
1.      Combine the multiple job databases into one database repository,
2.      Create a responsive design website that users can use the MiTalent
Connect website along with the Jobs Database functions,
3.      Create a Pure Michigan Job Portal, Application, to connect
employers and jobseekers
4.      Create a Pure Michigan Job Portal Administrator Application, to
support administrative functions
5.      Integrate Facebook and LinkedIn data into Jobs Profile,
6.      Create an individual jobs profile that has features for saving
documents, searches and is personalized,
7.      There is an existing “white box” functionality that is currently
used within the portal that we need to add on partner sites.  We need
to include this for any new partner sites,
8.      Expand on component that allows companies to post jobs,
9.      Create a .NET/SQL Server Architecture,
10.     Create an administrative system that would allow administrators to
produce reports to analyze data,
11.     Create an employer jobs profile allowing for personalized
settings,
12.     Create a Central Resume Database,
13.     Centralize the content related to talent content,
14.     Conduct focus groups to obtain input from job seekers, employers
and educational resources,
15.     Consistently promote Pure Michigan brand.
Standard State SEM documents will be used to ensure the quality of and
document the project.

A.      Objectives
The objective of this contractual effort is to obtain resources that
will assist with design, construct/code, test and implement the code
and components of the new Pure Michigan Job Portal applications that
are part of the Pure Michigan Talent Connect Project. In addition to
construction coding according to design specifications, the resources
will transition system knowledge to state staff members. With this
work effort, resources must provide system documentation to assist in
maintenance and transfer of knowledge. All development code will be
developed using DTMB and WDA standards and kept under configuration
management.  System documentation will be required and resources will
be required to utilize DTMB’s System Engineering Methodology (SEM)
along with Workforce Development Agency standards
