* Summary of the Position *
This position is with the Massachusetts Department of Transportation
(MassDOT) Registry of Motor Vehicles Modernization (RMVM) Program. The RMVM
is searching for a talented IBM WebSphere Administrator with experience
installing, configuring, and supporting IBM WebSphere Applications (e.g.
FileNet, Rational Suite, ISIM/ISAM, WebSphere Message Broker, DataPower,
and WebSphere MQ etc) to join its new Service Delivery Team. Do you have a

A key component of this position is that this person becomes part of a team
that will support and maintain the RMVM new licensing and registration
systems. This position provides strategic guidance to the program team,
senior management, vendors, MassDOT and the Commonwealth Information
Technology Division (ITD). This role will act as the main point of contact
for the RMVM development projects with respect to WebSphere Administration
(both development and production environments). This position is part of
the established governance structure managed by the RMVM Executive Program
Manager
Primary Responsibilities
This position reports to the Technical Operations Lead and collaborates
with a small team of engineers. This role works with cross functional teams
and is responsible for the planning, design, implementation, configuration
and optimization of several large scale and complex IBM WebSphere
environments.

The RMVM solution is a mixture of Oracle middleware and databases (e.g.
Fusion/WebLogic), Informatica data management (e.g. MDM, ILM, CDC), and IBM
identity management (e.g. ISIM/ISAM) and software development (Rational)
applications. This individual will need to be well versed in all aspects of
IBM WebSphere administration and operations including a strong
understanding of the underlying scripts and application configuration
management. This person will also install and configure web based
applications (e.g. FileNet, Rational Suite, ISIM/ISAM, etc), apply patches,
manage middleware infrastructure and monitor performance along with
troubleshooting alerts with reports from monitoring software across
multiple environments ranging from development to production. This position
will involve interaction with other entities such as MassDOT IT and
Commonwealth of Mass ITD teams and management.

This position requires subject matter expertise involving the IBM WebSphere
(e.g. FileNet, Rational Suite, ISIM/ISAM, WebSphere Message Broker,
DataPower, WSRR and WebSphere MQ etc) technologies. This position will
perform the following functions: define, implement, test,
maintain/administer and troubleshoot IBM middleware installed on a Red Hat
Enterprise Linux platform. This role will also provide project and release
management oversight for the deployment of RMVM code/applications.]

* Responsibilities include but are not limited to: *
a. Identify changes needed in the IBM WebSphere middleware infrastructure
configuration to achieve technology objectives and organization goals
b. Define and develop optimized environments in support of budget plans and
make recommendations for ways to improve performance and reduce costs in
managing the development and production environments
c. Define, develop and support the infrastructure strategy reviews by
performing applicable analysis in effectively managing development and
production environments
d. Define and implement middleware and web technologies and infrastructure
changes for platforms, performance and alerting.
e. Define tools and procedures for daily operational support
f. Define standards and processes (automated and repeatable) using best
practice automation strategies using Puppet and other related technologies
g. Deploy, promote and track code base and data from development to
production environments through structured and documented SDLC framework
h. Facilitate knowledge transfer and provide mentorship to MassDOT IT teams
i. Support application activities that require scripting/programming in
languages such as, JAVA, Perl, shell, SQL, Ruby, Puppet scripting, etc
j. Ensure that any requested/required changes to development and production
environments go through a comprehensive impact analysis, are scheduled with
required lead time, and are well communicated across project and
cross-functional teams
k. Coordinate various software/hardware upgrades of development and
production environments
l. Provide technical oversight to middleware infrastructure implementation
projects and Proof of Technology/Concept initiatives
m. Analyze system response times and determine tuning recommendations to
improve performance of development and production environments
n. Manage incident and resolution process; serve as the focal point for IBM
WebSphere infrastructure related issues/crisis resolution for development
and production environments
o. Ensure communication of process and procedure changes to key
stakeholders
p. Design an effective test plan for any new / changed infrastructure
technology and work with Project Managers, QA / Testing Managers and
Release Managers to ensure its implementation
q. Participate in continuous process improvement initiatives, where
applicable
r. Produce and maintain an inventory of components within each environment
along with a calendar of current and planned environment usage

* Qualifications *
Education, Skills and Competencies:
Experience should include but not limited to:
a. BS in Computer Science (or equivalent), relevant professional
certifications or proven equivalent work experience
b. 5 - 7 years of WebSphere administration running on a Linux Operating
System (preferably Red Hat Linux)
c. Extensive experience in installing and configuring web application
products in highly available and fault tolerance environment
d. Extensive experience with the FileNet and ISIM/ISAM applications and
administration is plus
e. Minimum 5 years progressive experience with web technologies like XML,
XSLT, HTML, HTTP(S), LDAP, JSP, Apache Struts, ANT, IIS, Web Services,
Apache, Tomcat, JBoss, etc
f. Administration skills in DataPower appliance.
g. Experience in setting up DataPower policies, setting up security and
upgrading firmware.
h. Experience working with UDDI and Registry tools
i. Minimum 5 years with Java and JDBC connection configurations
j. Minimum 5 years Oracle client DB connection configurations
k. Minimum 2 years writing automation scripts using various technologies
(e.g. Bash, Perl, Ruby, Python, WebLogic Scripting Tool PowerShell, VB
Script, T-SQL, ANSI SQL, etc)
l. Must be able to work independently with little supervision
m. Prior experience on projects with federal, state or local government is
desirable, but not required
n. Prior experience with ITIL v3 is a plus
o. Be able to work collaboratively with other Infrastructure and
Development groups to build, maintain the product roadmap.
p. Must have strong analytical and interpersonal skills, as well as
outstanding written and verbal communication skills.
q. The following technical skills are a plus: DB2, Oracle DB, Tomcat,
Apache, LDAP, Tivoli Monitoring platforms.
