Implemented Oracle’s e-Business HCM/Payroll. This position is specific to
Oracle HCM applications and relates to providing additional resource in
Oracle Advanced Benefits and Business Intelligence (BI). This resource must
be knowledgeable of other Oracle HCM modules and understand the
interdependency to assist the clients with its day-to-day operational
support, trouble shooting, documenting business processes and improving
effective and efficient use of the system
The following Oracle e-Business HR applications have been implemented:
• Core HR transactions
• Payroll
• Labor Distribution Employee Self Service Manager Self Service Work
Structures Position Management Advanced Benefits
• Compensation Workbench Workforce Performance Management Learning

Job Description
Seeking a highly skilled functional analyst in “HCM Oracle Advanced
Benefits and Business Intelligence (BI”), to support the clients ERP Office
and the Office of Human Resources. This individual will facilitate
knowledge transfer and support the Client’s benefits administration staff
and ERP Office.
Scope of Work:
The individual must have excellent communication skills and be capable of
providing in-depth knowledge of benefits administration and deployment of
HR Oracle Advanced Benefits applications. This individual would be
responsible for (but not limited to) the following:
• Performing fit-gap analysis to accommodate as much new functionality as
possible out- of-the-box without the need for customization; fully
considers business and enterprise systems impact and obtains stakeholder
buy-in
• Collaborating with County staff on day-to-day operations; defining the
rules and business process for administrating health insurance and how
configuration supports the business operations in Oracle, addressing and
documenting issues, resolving production data issues and follow through to
resolution
• Leads business requirements review; develops approaches, methods to be
used, timetables and data collection techniques; and present finding and
recommendation to business owner and the ERP Office
• Develops functional specifications needed by the business owner
• Develop an understanding and awareness of the importance of end-to-end
preparation and process for Open Enrollment to include “Cut Over Plan” and
documenting all pre and post Open Enrollment procedures and processes
• Documenting business processes and writing Standard Operational
Procedures
• Possess an understanding of workflow and personalization
• Identify training gaps, define and develop training materials
• Mentoring and training County business owners
• Building the capacity of the business owners to problem solving, analyze
the issue, document the issue and resolve the issue
• Creating, maintaining and monitoring issues and change requests in
SharePoint
• Coordinating with the ERP Office in creating Oracle Service Requests and
following them through to resolution
• Serves as troubleshooter in the day-to-day operation of Oracle Advanced
Benefits and coordinates SharePoint Issues with ERP Office and the business
owners
• Developing automated testing scripts to support patches and upgrades
• Testing system configurations for enhancements and future deployments
• Collaborating with business owners, ERP functional leads, ERP technical
leads and departmental users to streamline business processes and optimize
Oracle configuration
• Creating and maintaining documentation on user procedures in SharePoint.
Skills/experience preferred includes:
• Three to four years full life-cycle implementation and support of HCM
Oracle Advanced
Benefits.
• Expert knowledge of Oracle ERP/HCM Advanced Benefits and Business
Intelligence (BI) and other Oracle HR modules ,
• Strong functional knowledge and an understanding of technical data
modeling, design and architecture principles and techniques across master
data, transaction data and derived/analytic data (e.g. KPIs), data
storage/management technologies for both OLTP and DW solutions
• Experience in public sector environment
• Use of Oracle e-Business R12 suite of HCM applications to complete
business transactions
• Designing business processes in Oracle e-Business R12 HCM suite of
applications
• Experience or knowledge of Government Human Resources / Personnel is
desirable including work structures, position management, personnel
transactions, compensation, payroll, etc.
• Ability to effectively work in a team oriented environment and
flexibility.
