*Location: Albany, NY* *Duration: 12 months* *Rate: $45/hr C2C * *Interview: Phone & F2F* *GC, GC EAD & USC only* *MANDATORY REQUIREMENTS:* 1. 24 months experience with review and analysis of Request for Proposal (RFP) Functional Requirements 2. 84 Months experience facilitating Joint Application Design (JAD) sessions, conducting stakeholder interviews, focus groups and workshops and then analyzing the stakeholders’ business needs and converting those into functional requirements. 3. 60 Months experience in business requirements management including requirements documentation, analysis, validation, and change management. 4. 60 Months experience in business process modeling, gap analysis, process improvement or re-engineering on medium to large-scale IT projects, describing the “as-is” and “to-be” business processes. 5. 60 Months experience in writing use cases/user stories, business requirement document (BRD), software requirement specification (SRS), business rules, traceability matrix, work flow diagrams, or other business or system requirement artifacts. 6. 24 months experience leading a team (2 or more) of business analysts in planning, organizing, assigning staff to researching, gathering, evaluating business process requirements for a complex project and encouraging stakeholders to resolve issues with design specifications and evaluating project timeliness and priorities. *JOB DECRIPTION:* *Project Name: This request is in support of the NY/NJ Consortium UI Modernization project.* 1. The consortium between the State of New York State Department of Labor (NYSDOL) and the State of New Jersey Department of Labor & Workforce Development (NJLWD) of New Jersey are publishing this Request for Information (RFI) to gather information on industry approaches and solutions to develop, operate, and support a modernized unemployment insurance (UI) employer/benefits/appeals system (a full UI system). NYSDOL and NJLWD consortium (referred to in this RFI as 'The Consortium') seek a solution that is multi-tenant, extensible, configurable and will be cost-effective for development, operation, and support. 2. The Consortium is also interested in progressive approaches to operations and support, including the potential of public/private partnerships and innovative approaches to solution delivery. 3. Based on USDOL awarded funding to the Consortium, a joint requirements definition process for Benefits, Appeals, and Employer Contributions has been initiated. The Consortium will leverage, as appropriate, work accomplished to date by each of its two member states as well as other Consortium (e.g., WyCAN, VMW, MRM) related products.
