*BACKGROUND/PROBLEM STATEMENT*

OCYF began a new IT project in April 2012 for the development and
implementation of a child welfare statewide IT system (CWIS). This new
system will be developed in four phases over five years.  Phase I commenced
in March 2013 and was implemented in December 2014.  Phase II will begin in
2015.  Phase 1 will be supported with four maintenance releases per year.
In addition to implementation of CWIS, OCYF also created a CWIS Support
Center to serve as a user helpdesk for the system.  The Support Center has
three Tiers of support – Tier I is staffed by a contracted agency, Tier II
is staffed by OCYF Business Analysts and Subject Matter Experts, and Tier
III is staffed by the IT vendor and the Bureau of Information Systems.



*TRAVEL*

Implementation and user testing activities for CWIS may require travel
outside the Harrisburg area.  OCYF must oversee user testing activities for
the statewide system at other locations such as OCYF Regional Offices in
Pittsburgh, Philadelphia and Scranton, as well as the 67 County Children
and Youth Agencies.  Approved expenses related to required work-related
travel will be reimbursed.



*OBJECTIVES OF ENGAGEMENT*

The contractor’s primary responsibilities will be to provide program office
requirements management and user acceptance testing support for legacy
applications and for Phases I and II of the statewide system.  OCYF and/or
the primary DPW IT Support Services contractor will maintain ownership of
the requirements and UAT processes and this contractor will act in a
supporting role.  The contractor’s responsibilities include gaining an
understanding of the business functionality within the legacy applications
and associated business requirements in order assist in the management of
requirements and to create and execute user acceptance testing
scenarios/scripts.  The contractor’s responsibilities will also include
assisting OCYF with requirements management and UAT activities associated
with Phases I and II of the statewide system.  Phase I focuses on
development of a new application for Pennsylvania’s Child Abuse Hotline
(ChildLine) and data exchanges with County Children and Youth
Agencies. Although requirements management and UAT is the primary focus of
this position the contractor may have other business analyst related duties
on an as needed basis.  These may include participation in other project
documentation and reviews; assisting with quarterly data collection
processes and submission of required federal and state reports; and
providing technical assistance to OCYF and business partner users of the
OCYF systems.



A portion of this position’s time is also used to assist with staffing of
the CWIS Support Center Tier II. This includes covering phones and
creating/resolving incident tickets.



*TASKS TO BE PERFORMED*

1.            Reviews business/user requirements functional specifications
for system development or enhancements initiatives and provides associated
systems deployment, adoption, problem resolution, and end-user support
activities.

2.            Reviews business/user requirements functional specifications
to assist OCYF in assuring accuracy of the requirements traceability
matrices for OCYF systems.

3.            Creates and executes user acceptance testing (UAT)
scenarios/scripts based on new requirements being implemented.

4.            Creates and executes user acceptance testing (UAT) regression
scenarios/scripts to ensure new defects are not introduced as a result of
an implementation.

5.            Works with team members and system owner to define acceptance
criteria for UAT.

6.            Assists in the planning, creation, and control of the UAT
environments and test data.

7.            Provides assistance and support to business operations and
end users for OCYF and/or DPW software applications regarding business
operations and technical issue evaluations and resolutions.

8.            Investigates and resolves business operational, software, and
data issues identified and reported by users.

9.            Discusses application issues with designated OCYF staff and
recommends changes that may improve the application or business process.

10.          Establishes and maintains effective working relationships with
the network of county children and youth agencies, other Department staff,
and other contractors.

11.          Uses Microsoft programs (Excel, Word, Powerpoint, Access, and
Outlook) for documentation and communication purposes. Uses Team Foundation
Server (TFS) and Microsoft Test Manager (MTM).  Uses Service Now for
incident tracking for

Support Center.

12.          Communicates accurate and useful status updates.

13.          Follows quality standards.

14.          Able to work in a team environment.

15.          Travels as needed.
