Overview of Need:
Application Developer: This will track operators, mileage, maintenance and
more
Business Requirement for Fleet App - Operating System: Android and iOS
Basic Functionality: Phase I
• Track operator, vehicle, mileage and category of mileage (i.e. 9/28/16
27,456 – 27.555 “Commute”).
• Turn by turn directions to approved fueling locations by type of fuel
(i.e. Unleaded, Diesel, CNG, Electric, Bio Diesel, Propane, E85, etc.) with
priority to state owned sites over commercial.
• Web interface for non-smartphone users and to print report of miles for
reimbursement or other basic reporting.
• Data tables accessible to bring over into COGNOS environment.
Basic Functionality: Phase II
• Turn by turn directions to approved maintenance facilities by region,
type of service, vehicle makes and dealership (i.e. Cedar City, tire
rotation or recall, Subaru, etc.)
• With higher scoring vendors at the top, but selection made by operator.
• Ranking of approved maintenance facilities (i.e. Hillside Tire is 4.6 out
of 5 cars)
o Input for ranking needs to come from customers (on the app or web
interface)
o Input from the VSC Techs (Fleet employees probably web interface)
o Input from Accounting staff on accuracy of invoices
o Contract details (i.e. cost probably web interface)

Possible Phase III ideas –
• Connection to Telematics in the vehicle
• Push notifications of preventative maintenance to operator by vehicle

Phase I: Details
• App tracks mileage by date, time starting and ending mileage
o App stores previous ending mileage for future use
o Beginning mileage can be edited
• App tracks Operator by UMD login
• App tracks mileage by vehicle
o Fleet owned, agency owned or personal owned
o Store vehicles by operator profile for future use
• Operator can track the category of mileage
o Category of mileage

o State site down – broken pump
o Commercial site – creep attendant at night
• Web interface to allow for input from non-smartphone users or corrections
to be made.
• Web interface allows for some basic reporting, including a personal owned
vehicle reimbursement form (design to be determined by Finance).
• Web interface access by UMD authentication.
• Data to be shared/expected regularly to COGNOS environment for reporting.
Phase II: Details
• App allows for operator to select an approved vendor by region and type
of service needed.
• Results are provided from highest ranking to lowest.
• App also provides contact information for the vendor and allows easy
calling or emailing functionality.
• Once a vendor is selected operator receives turn by turn directions (if
desired).
• App prompts for easy shop review once work is complete, including custom
feedback.
• Scoring of vendor shops will be based on feedback from operator, the VSC
techs and contract details.
• Data for scoring will be input via the App and web interface.
• Operators will have a brief input after work is complete via the app
and/or the web interface.
Type of questions may include:
o Timeliness of work done
o Professionalism of staff
o Overall experience
o Other
• BSC Techs will be evaluating each PO and will need to have the data tied
to the PO and the vendor.
They will most likely use the web interface and their input may include:
o Timeliness of work done
o Professionalism of staff
o Accuracy of diagnosis
o Rework required
o Overall experience
• Accounting will be evaluating each PO and will need to have the data tied
to the PO and the vendor.
They will most likely use the web interface and their input may include:
o Accuracy of the invoice compared to PO
o Professionalism of staff
o Timeliness of invoice
o Timeliness of corrections
