One weird thing is that the only place where local-web.xml is found in build.xml is a copy command where failonerror="false". Could this be a sign that an older version of ant is being used?
Can you try also setting an absolute path for your build root?

[I'm not sure but I think it could be checked in with the UNIX x-filemode set to avoid doing this]
5. sh build.sh orbeon-war
[The 'sh' could be avoided if build.sh is checked in with x-filemode set]
Nevertheless, I end up with:

[xslt] Processing /data/ms-data/orbeon/src/orbeon/build.xml to
