In fact I had both JRE & JDK on my computer, and Tomcat was only running JRE.

I desinstalled JRE and Tomcat, then I setup again Tomcat with JDK jre, and it works great now !!

To begin with you need to have tools.jar, so are you using a JDK or a JRE? ( JDK has tools.jar, JRE does not. )
