I had tried this before but the result is not as expected . What happens is although 'for each' runs 2 times , the <xsl:value-of select="label"/> prints "AAA BBB" , that means it concatenates both labels in one . Thus combo box has 2 values both are "AAA BBB" .

Here is your solution. Use XSLT to dynamically generate the <xforms:item> elements. For example:
<xsl:for-each select="doc('combo.xml')/combo/street"> <xforms:item> <xforms:label><xsl:value-of select="label"/></xforms:label> <xforms:value><xsl:value-of select="value"/></xforms:value> </xforms:item> </xsl:for-each>
Simple, elegant.
