Most likely, this means there is an error with you XSLT. Hard to tell without seeing exactly what you are doing. You combo box does work if you manually create the xforms:item elements, right?

I had tried this before but the result is not as expected . What happens is although 'for each' runs 2 times , the <xsl:value-of select="label"/> prints "AAA BBB" , that means it concatenates both labels in one . Thus combo box has 2 values both are "AAA BBB" .

Here is your solution. Use XSLT to dynamically generate the
<xforms:item> elements. For example:

   <xsl:for-each select="doc('combo.xml')/combo/street">
     <xforms:item>
       <xforms:label><xsl:value-of select="label"/></xforms:label>
       <xforms:value><xsl:value-of select="value"/></xforms:value>
     </xforms:item>
   </xsl:for-each>

Simple, elegant.
