Looks like this broke between TAG_OPS_2_6_0_200412071718 and TAG_OPS_2_6_0_200412071820.
If I copy lib\xercesImpl_2_6_2_orbeon.jar from the working build to the non working build it starts working. So while we look into a fix, seems you can work around this by either reverting to a build that predates TAG_OPS_2_6_0_200412071820 or by copying the xerces jar from an older build into the newer ones. Btw the modification to jboss-service.xml should only be necessary if you are using jboss 4.0.0. And one last note, if memory serves the change to xerces was to make it so that it would be possible to cache xincluded files. i.e. it shouldn't be the end of the world to use the previous xerces jar.
